President Clinton's chief adviser on drug policy leaves Monday for Mexico and Colombia to discuss anti-narcotics operations. Announcement of the trip comes one day after the White House said Clinton will go to Colombia on Aug. 30 for a one-day visit. Barry McCaffrey, director of the White House Office of National Drug Control Policy, will head an American delegation in Mexico City during two days of meetings about cooperation between the two governments, McCaffrey's office said Saturday. 
The Mexican side will include President Ernesto Zedillo and other top Mexican officials as well as representatives of President-elect Vicente Fox, according to the statement from McCaffrey's office. McCaffrey also will travel to the port city of Cartagena, Colombia, for a review Wednesday and Thursday of implementation of the $1.3 billion U.S. aid project Plan Colombia, which Congress passed last month at Clinton's behest. Subjects McCaffrey will discuss with President Andres Pastrana and others include legal, economic and social development, according to the statement. During Clinton's one-day visit to Cartagena, the president will discuss with Pastrana the aid program and efforts to end the country's 36-year civil war. House Speaker Dennis Hastert, R-Ill., and Sen. Joseph Biden, D-Del., will accompany the president. Clinton said in a statement Friday that it is ''profoundly in the interest of the United States'' for Colombia to succeed in its efforts to seek peace, fight illicit drugs, build its economy and protect democracy. "show of force to kill mother earth and humans to benefit and/or protect u.s. interest" what you destroy makes money, what and how can cocoa,poppy,cannabis etc... detroy it earth and human? it cant. bad regulation and the black market it what kills! another al copone blood everywhere now it acohol legal no blood seen in fight. u.s. fight the benefit of natural oil of mother earth to dig up petrolium oil to make money and destroyweak cause it easier to handle and make lots of money to destroy it nature and to protect it opec that destroy water land air humans and other living spieces. clinton, saddam,zedillo,blair,castro,pastrana,and all other president leadership dicatorship etc... need to get to gether "smoke a bowl" and work things out!!! sad so sad! greed it all on u.s. and other's mind. something need to change for the future way future of children's future let it all go before the earth goes poof so think before getting in drugwars when it not really about drugs what a shame america prohibition ought to change and start thinking green for us all up to klinton to change all that before his end

A Scared Clinton
It seems Clinton is too scare to stay any longer than a day. In the world, this corrupt country is responsible for the highest kidnapping rate. Isn't it interesting that he handed a corrupt country 1.3 billion, it doesn't get any better than this. I'm sure he's there to demand they use the spray and reward them with an aid package, for their cooperation of course. If they're smart they won't use the spray no-matter what pressure they come under Klinton.

I am excited about this! Every excursion the general takes is a unique opportunity for new and interesting soundbites. There is always the possibility that there will be local opposition to his message. Latin America has grown dreadfully weary of the proverbial "norteamericano hideoso" [ugly American] and his big stick diplomacy.
