Chicago -- The Illinois legislature is close to legalizing medical marijuana. Before you scream in protest, or launch into a Cheech and Chong joke, give this some consideration. Illinois could pass a model law for the rest of the country.The Compassionate Use of Medical Cannabis act, sponsored by Rep. Lou Lang (D-Skokie), could pass the House this week, thanks in large part to a change in position by House Republican leader Tom Cross (R-Oswego). The timing may finally be right.
The Senate approved a medical marijuana bill in 2009, but the House narrowly rejected it last January. A revised bill has gained the support of Cross, a former Kendall County prosecutor. He says he's comfortable with the strict guidelines written into this version.Lang's collaboration with House Republicans has produced a careful piece of legislation. Cannabis could be used in place of painkillers that have harsh side effects and can be addictive. Prescriptions would have to be renewed every two weeks and would be limited to 2.5 ounces, which would limit any efforts to resell for recreational use. A patient would be prohibited from driving for 12 hours after consuming marijuana. Patients could buy only from a state-licensed dispensary for serious, specific medical conditions. They could not legally grow marijuana. The law would sunset in three years, so the legislature would have to evaluate the whole thing at that time.In short: the law would likely avoid what has happened in some states, where "medical marijuana" is available to practically anyone just looking to get high.The therapeutic benefits of marijuana are still hotly debated, but the idea of whether to permit medical use apparently is pretty well settled for most citizens of Illinois. A Mason-Dixon poll in 2008 found 68 percent supported allowing doctors to prescribe marijuana to people who are seriously ill. The support was consistent across the state — 70 percent in the Chicago area, 65 percent Downstate.Some people who aren't ill probably will take advantage of the law, though there are penalties for that. More likely, seriously ill people who now resort to buying marijuana illegally to alleviate their suffering will obey the law. Better to make sure cannabis is regulated and the sale to patients is aboveboard.Cross met with some of those patients, including a disabled veteran, and says those face-to-face meetings helped to change his mind. This is a reasonable, restrictive bill, and it should pass the House and Senate. about everything.They are an exclusive club of liars. Why will this bill pass now? A theory
720 ILCS 550, section 15, (the current law, that is, for some 30 years or more) is open ended, and has a mandate for authorization, WHEN A DOCTOR CERTIFIES NECESSITY TO TREAT ANY CONDITION. That means the proposed new law will greatly narrow the focus and purview and allowability of cannabis for medical use-TO SAY NOTHING OF THE MANDATE THAT QUALIFIED PATIENTS MUST GAIN CANNABIS FROM A STATE DISPENSARY (as noted by others on this site, thanks).Too bad the old Illinois treatment with cannabis program was WIPED OUT, back in the old 1984 year (that George Orwell year, that is). That was back in the Reagan storm troopers era, when the DEA gave a program at the Whitehouse, and OFFERED A 5 MILLION BRIBE TO ILLINOIS-The rub? Consolidate drug and alcohol treatment under the same roof-so the "Dangerous Drug Commission" (DDC) was wrapped into the Department of Mental Health (DMH) and they both became OASA (Office of Alcohol & Substance Abuse) and that then became part of DHS in 2000 or so-Those guys told me in 2002 that nobody had been approved for cannabis in some 30 years-BUT THEY HAD NO RECORD OF ANYTHING THAT DDC MIGHT HAVE DONE-wiped out and all memory gone of that.End of story, oh well. What a day it has been. I will never forget hearing the news last night and watching the news today. My former brother in law was a Navy Seal in Vietnam. He is dead now. Unfortunately it twisted him and he died from a heroin overdose. What an amazing mission was accomplished with no American casualties.

What About State Rights? Where They Go?
It seems to me that these politicians are forgetting about who has medical power in U.S. They're creating dispensaries for medical reasons. Since when has the feds had the power to control anything medical. I think we need some governors to grow some balls and back what has always been the state's rights to govern anything medical.

Any system requiring state dispensaries or any dispensaries is going to be a non-starter from this point on. As we've seem with Montana, Washington and RI, the US attorneys will issue their threats of arresting state officials and the state officials will back off completely.Probably why the Republicans are now supporting the bill. They know it is a program that is dead on arrival. Put it in the hands of the people. Elected officials do not have the courage.

In December 2007, during an interview with David Frost, before herself being killed, Benazir Bhutto casually mentions that Bin Laden had been assassinated. Many in Pakistan and the middle east believe he was still working for the CIA and being used as a prop to fuel anti-Islamic sentiment and as a political tool to rally the American war machine. Would my government do that? 1600 Americans will die today of cancer.Maybe it's just me, but something smells fishy.

Funny thing about Osama
President Obama said that Osama had been found and killed in a compound in Abbottabad, Pakistan. Wikipedia says Abbottabad is a city "well-known throughout Pakistan for its pleasant weather, high standard educational institutions and military establishments. It remains a major hub for tourism of regions in Khyber Pakhtunkhwa, Gilgit-Baltistan and Azad Kashmir in the summer."They were looking in caves and Osama was in the equivalent of Palm Springs. I looked on Google Earth and saw a golf course in the middle of town. I could just imagine Osama playing a round of golf in luxury while our troops were crawling around the caves and crevasses.It's only fitting we killed Osama because the USA created and empowered him with our tax money. That monster Osama was the Frankenstein that almost killed its creator.The Reverend Bud Green

I’m glad to see there is some movement. It has at least been conceded that there is medical value. Too bad they have so many stupid restrictions as to make the whole concept unworkable. Maybe next time they can do it better with better politicians. You know the old saying, “There is never time to do it right, but always time to do it over.”I heard about Bin Laden. He lived a life of hatred and violence and his Karma finally caught up with him.
