Legislators To Consider Legalizing Hemp

Sacramento, CA -- State legislators are expected to consider a measure this week that would allow hemp to be grown in California, rekindling the debate over whether such a move would increase cultivation of illegal marijuana and conflict with federal laws regulating the drug. A committee of the state Senate is scheduled today to review legislation to permit California farmers to grow industrial hemp. The bill - AB684 - would establish a five-year pilot program in several California counties and define "industrial hemp" as separate from "marijuana" under the state's Health and Safety Code.
Last year, a similar bill reached the desk of Gov. Arnold Schwarzenegger, but he vetoed it, saying he was "very concerned that this bill would give legitimate growers a false sense of security and a belief that production of 'industrial hemp' is somehow a legal activity under federal law." The new bill was co-authored by Assemblymen Mark Leno, D-San Francisco, and Chuck DeVore, R-Irvine (Orange County), the same lawmakers who pushed last year's hemp legislation. "It's such an incredible crop," said Leno, referring to the versatility of hemp. Hemp seed oil is used in soaps, lotions, shampoos and deodorant, as well as in such foods as hemp milk, snack bars, shakes and candy. The oil also can be converted into fully biodegradable plastics. Hemp fibers are used to make clothing and paper. Similar to the marijuana consumed for recreational or medicinal use, hemp is a form of the plant Cannabis sativa L. But unlike marijuana, hemp has less than 1 percent of tetrahydrocannabinol - or THC, the plant's primary psychoactive ingredient - making it ineffective for use as a drug. The reason I can't go back to dial up is because of being able to move faster then dial up. I just did a speed test and my download speed is 995 kbps and upload speed is 143 kbps. That's what I mean when I say I'm all dressed up and nowhere to go. LOL!

An 18 month contract seems outrageous.
So much can happen, tech wise, in 18 months.

Oh no.
That's such a disappointment. With things what they are, I've become rather accustomed to plodding so I guess I'll be satisfied with plodding for awhile longer. Those long contracts shriek to me that something is not really good about what they are offering and they want to get you in a choke hold that you can't get out of...because you WILL want to get out of it.If I have to plod, I'd rather not have to pay more for doing it than I already do.

If Dish Network has DSL I will switch. My satellite is not working very well these last few days and it's really annoying. I won't call tech support because I can't understand them since they are from India. They are nice but nice doesn't help when you can't understand what they are saying.

On rethinking...
We probably have Dish Network. Right...I pay no attention to it. Just checked their site and they have DSL. It seems expensive. I've never bothered to get even slightly tech savvy about any of this, so I'm not sure what they're offering. I'll check with the Republican and see what he thinks about it. That 18 month contract business has an ominous tone to it, though.

This would be people who have DirecTV. They are so close in programming switching might be worth it if the price is right. Maybe you wouldn't have to switch. Excerpt: Consider the announcement the other day in Dallas, where DirecTV said by the end of the year it will begin to offer high-speed Internet service transmitted over the area's utility lines. The service, known as broadband over power lines, or BPL, will come with a modem that can plug into a wall outlet. http://www.rockymountainnews.com/drmn/editorials/article/0,2777,DRMN_23964_5678161,00.html

It is annoying because it costs about $70 a month. One thing I learned long ago that there are benefits to living in the country but we are always behind the times with technology. I think within a few years we will have high speed broadband without restrictions. I'm keeping my fingers crossed.

I'm sorry. I forgot that you weren't here when Hughesnet made this policy. People were downloading movies and music and it bottlenecked the satellite so now if in a 24 hour period we use over 200 MBs we get shut down to slower then a bad dial up speed like 14 for a full 24 hour period as a punishment. FAP means fair access policy. I read a HughesNet broadband forum and it is sad because people don't know and get hooked up with HughesNet and if you watch a couple Youtube videos you can hit your limited in very little time. I went to Ice Road Truckers web site and they had a video on the page and it took up a lot of bandwidth. I don't go to big web sites anymore either. I can't wait until Governor Strickland gets Ohio Broadband Network set up. He wants broadband for all 88 counties and we are in the first 10 counties that will get broadband over the electric wires I think. I am so glad we have a Democrat as Governor because they seem to care about us country folk and our past republican governor didn't care about us at all. Hope, do you know that Dallas will be getting DirecTV high speed access this fall? Whichever one happens first I will use.http://customercare.myhughesnet.com/frm_usage.cfm

I think Obama answered the medical marijuana question. He said he knows it has benefits but it is still against Federal Law. That means he should be asked about how to change the Federal Law or who would he like to appoint in areas that would deal with scheduling drugs.I like Governor Richardson but I am not a gambling person. How do the Austrian police deal with it?
Hemp growing - a new fact of life for the police, too
Although growing hemp to produce fibre or seed is legal in Austria, a lot of farmers had problems with local authorities and were accused of producing drugs. They had to suffer interrogations and frequent visits from federal and local police. This shows that information about hemp at the federal level often does not reach local police authorities. It is now recommended that local authorities be notified of hemp plantations in advance. The Ministry of Health should also be notified of the intended non-drug related end products. Seedbag labels and EU subsidy applications should be ready to be shown when the farmers are interviewed by police. Copies should be kept separate from the originals to prevent confiscation of the latter.

Another excerpt!
Kautzen, a small village in the north of Lower Austria, is known for its innovative energy policy, based on locally produced biomass by Rapsenergie GmbH. The local biomass complex also includes engines fueled with various cold-pressed seed oils. Farmers from Kautzen together with their local provider of seeds, Scherner GmbH, and Rapsenergie GmbH, requested 25 tons of Felina 34. Hechenbichler GmbH from Innsbruck ordered the seeds from France, Scherner GmbH sold it at 110ATS/kg and the rush began. And another : Up to now only a few harvesting tests have been carried out to harvest the whole hemp crop for energetic use. Direct harvesting by a forage harvester with a maize header was tested. The moisture content at the time of harvest is up to 54 %. The yield on the field varies from 6 to 14 ODT/ha. This means for this high moisture content that 9.2 to 21.5 t/ha on wet weight basis of the hemp crop are harvested and that additional drying of hemp chips will be necessary.

OT: This is an open letter to all Soldiers,
Veterans, and families of Soldiers and Veterans:Letter to Active Duty Servicemembers,
Veterans and Military Families
about the September 15 March to Stop the WarDear People,On September 15, General Petraeus will be in Washington DC to report on the progress of the surge to Bush, the Pentagon Brass and Congress. The ANSWER Coalition, along with hundreds of other organizations, has called for a mass demonstration on September 15 to turn up the heat on the war makers. We all need to be there to counter the web of lies that are already being prepared. As Congress debates for even more military appropriations for Iraq, General Petraeus will talk about measured progress to buy time for the expansion of the war. We will not be silent. We will be there in the tens of thousands on September 15 to say: End the War Now! In the days before and after September 15 there will be dramatic actions in the offices and halls of Congress. On March 17 - when 35,000 of us marched in the bitter cold to the Pentagon to say no to the war makers - it marked a turning point in the anti-war movement in the U.S. On that day hundreds of you who are on active duty in the military, veterans or families with loved ones serving in Iraq, braved the elements and took up our position at the front of the march.Since March 17 at least 500 more soldiers have been killed in Iraq. Thousands more have been wounded, many with life altering injuries. According to the Department of Veterans Affairs there are now 1,800 troops suffering from unrecoverable Traumatic Brain Injury. For the Iraqi people, for whom no statistics are kept, this can only be worse as bombs drop down on their neighborhoods on a regular basis. The United Nations High Commissioner for Refugees (UNHCR) estimates that the number of Iraqis who have fled the country is over 2 million and that there are now another 1.9 million internally displaced Iraqi refugees. UNHCR says that by the end of the year about 12% of Iraq’s population of 25 million will be displaced. No matter how much the Bush Administration tries to sugar coat it, the so-called “surge” of troops has only escalated the devastation and misery inherent in the occupation. Just like the Vietnam War, sending more men and women to kill or be killed is a recipe for even greater disaster. Those on the ground in Iraq know this better than anyone and their reports are starting to leak out showing the ugly reality of occupation. Why else would the Pentagon institute a ban on file sharing and web posting for soldiers if they weren’t trying to censor the discontent with the mission that is growing in the ranks. The stage has been set for September 15 to be a dramatic political showdown. It will be point -counterpoint. On one side will be Bush, the Pentagon generals and a compliant congress, and on the other side will be the people who have turned against the war in the streets. Just like the march on the Pentagon it will be those who have fought in Iraq, those who have experienced previous wars, and the families and friends of loved ones serving in Iraq who will be leading the demonstration. Our voice, one that Bush wishes would go away, is a powerful weapon against the charade that will take place in DC on September 15. Petraeus will present himself as the voice of the military and yet it will be us, the unofficial voice of the soldiers on the ground, vets and family members who will be there to expose their lies and to demand that all of the troops be brought home now. The September 15 March on Washington DC will not be your average demonstration. Iraq war veterans and their families, as well as active duty U.S. servicemembers, will form a large front contingent of the demonstration. Following a permitted march they will lead a large scale Die-In/Funeral that will dramatically symbolize all those who have fallen in the Iraq war. This part of the demonstration will be a civil disobedience action and those participating will be prepared to risk arrest. Everyone should be very clear: You do not need to participate in the civil disobedience action; everyone will have the option of participating only in the permitted march and rally. The mass civil disobedience action will be led by the DC Chapter of Iraq Veterans Against the War (IVAW). Veterans for Peace, another endorsing group, will also participate in the front contingent of the demonstration. The Pentagon and the Bush administration have been trying to punish and intimidate veterans and active duty servicemembers from speaking out, organizing and telling the truth about the war. They are intimidating anti-war organizations who seek to publicize the demonstration. Now, it is critical that those in this country who want to end this war stand strong with Iraq veterans and military families, who have put so much on the line already. The DC Chapter of Iraq Veterans Against the War (IVAW), the ANSWER Coalition and other organizations are recruiting a large number of people to participate in the mass Die-In/Funeral. This will be a profound statement. At the very moment Congress is debating refunding the war, Iraq war veterans and all of us will be representing those who have been killed in this illegal war of aggression. We will represent both the U.S. and Iraqi dead. By September 15, nearly 4,000 U.S. troops will have died. For the Iraqi people, the number is 3,000 every month. Now is a time we can not be pushed back. We know the majority of the country is against this war. The government knows it too. It fears a movement of the broad masses of people, particularly one where Veterans, Soldiers, and Military families play a leading role. They fear the role these forces can play as agents of social change. We ask you now, in a time more critical then ever, that when the war makers deliver their verdict, that thousands of people will render the verdict of the people: End the War Now! The ANSWER Coalition is providing free bus transportation for Iraq war veterans and other veterans who need help coming to the Sept. 15 march. It has also provided thousands of dollars to help defray the cost of gas and tolls for Iraq veterans driving to Washington for the demonstration. We urge you to make a donation today to help these veterans get to the demonstration. Their presence is a major statement that haunts the Bush administration and the politicians who are prolonging the war and occupation. Please make a generous tax-deductible donation today by clicking this link.Sincerely,
Bill Hackwell
Vietnam Vet and Organizer for the Sept. 15 March to Stop the WarToke.

Many relative topics going on here.
*Hemp*Wiretaps*Prescription drug use doulbling*News that the war on drugs is not only not working but drug use by youth is increasing. ( see: US: Study: Parents in Denial, Despair As Teen Drug Use Grows
http://www.mapinc.org/drugnews/v07/n975/a01.html?397 )-0-It's interesting that the Gov. does everything they can think of to perpetuate the sequel to prohibition including escalating wire taps and yet the more they do the more they fail. The pharm industry gets what they want though: double legal prescription profits make for great portfolios...The Gov. is harming farmers too by not allowing free American farmers to compete in the world market and grow hemp like communist Chinese farmers. So America will continue to use hemp; We just aren't good enough to grow it, so We'll get it from free farmers in foreign lands.

Hope
That is why it's so important to get more Democrats in the House and Senate so Republicans can't bully the Democrats. They need a good majority and maybe some of this will stop.

Graehstone
I thought that easy to get prescription drugs like Oxycontin could fuel major drug addiction. Then they'll need treatment centers and on it goes. Then if they can't get those drugs heroin use could start. They seem to create the whole thing.

OT: Painkiller use rising at alarming rate
http://www.msnbc.msn.com/id/20327132/Well I have enough of those to kill a small herd of buffalo and much, much, much, (how many times am I allowed to write "much" here?) prefer using Cannabis over the pills from hell.
But ... no one is getting rich off of me, and that is the crux of the whole problem.

More wiretaps in Texas, too...
Encouraged now, by the last legislature and easier to do. Buying lots and lots of special equipment for everybody! Whoo Hoo...money to blow! I'm pretty sure they don't even have to get any sort of warrant now, or at least after Sept. 1 when the new wire tap laws go into effect. Claiming it's about terrorism....but we know what it will really be about more often than not. If the terrorist did what they did and are a danger to us because they "hate our freedom"...they got what they wanted out of it, didn't they?*sigh*

They should prefer they respected our privacy, though. Because what we have to say will indict them, ultimately.

One reason I am so very public is because I presume that there is no real privacy now. They can listen to whomever they want to, anyhow. So why not just say what you want, and let anyone read or listen that wants to?

Kudos to Mark Leno if this ever passes!
But Schwarzenegger's political future demands that he veto this again (and again, and again and again). So unless we have another governor...We have Gov. Arnold Schwarzenegger to thank for the fact that California is way behind in the eco-industry, we are crippled by a political hack who put his own interests ahead of that of the state or the people of California. Thank you Mr. Governor, tremendous job! The prison guard union is the largest union in California and these campaign contributions come in handy when you want to buy more votes! This is how it works. Also, this bill proposes that we 'study' hemp for 5 years. As if the world's oldest cash crop needs to be studied all over again. Canada has been cultivating hemp for over 8 years, wouldn't it be more efficient to go pay them a visit instead of studying for another 5 years? (but only if we are really lucky see beginning of story above)
No Hemp, No Sustainable Future!

Denver City Council To Vote On Marijuana Measure
Initiative Would Make Pot Enforcement Low Priority
Terry Jessup, ReportingAugust 20, 2007(CBS4) DENVER -- The Denver City Council will consider a controversial marijuana ordinance on Monday night. The proposed initiative would make enforcement of marijuana possession of less than one ounce the lowest priority for police in the city.Council members are hoping that approving the plan instead of allowing voters to decide its fate, the courts will throw out the ordinance because of legal flaws."Their strategy here is to just enact it and challenge it as quickly as possible," said Brian Vicente, a lawyer for the pro-initiative group Sensible Colorado. "They don't want to challenge it after the Denver voters approve it, because then they will lose face and will be acting against the will of the voters."Denver voters approved an initiative legalizing possession of less than an ounce of marijuana in 2005. But it is still a violation under state and federal law.Pro-marijuana groups claim enforcement of the state and federal laws is a waste of police time and taxpayers money.
