The White House Office of National Drug Control Policy's 1999 National Drug Control Strategy calls for $17.8 billion to be spent in FY 2000.
The request represents an increase of $735 million over 1999's appropriations. The strategy seeks to reduce illicit drug use and supply, including marijuana cultivation, 50 percent by 2007. Won't they understand that history does repeat itself? Prohibition didn't work before so why would it work now?

More Money up in Smoke
It amazes me that the government still has not figured out that no matter what the amount of money spent is, they will never have their "drug free" America.Prohibition has never been a deterrant and only fills up the jails with the non-violent offenders. Mostly marijuana arrests. You would think they would consider the income they could receive from decriminalizing marijuana. They may battle forever, but they will never win that war.
