Measures to establish a research program to study the medical benefits of marijuana and to revamp Nevada's method of utility regulation were among 198 bills introduced Monday. Monday was the last day of the 2001 Legislature for committees to propose bills. Individual legislators had to introduce all their bills by March 19, a day when 135 bills were released. More than 1,200 bills have been introduced since the Legislature convened Feb. 5. 
SB545 would set up a marijuana research study program and make the drug available only to a limited number of people. The proposal was developed by the Medical Marijuana Initiative Committee, a group of physicians and pharmacists. State voters in November approved a constitutional amendment to allow sick people with doctors' permission to use marijuana for medical purposes. A bill introduced last week by Assemblywoman Chris Giunchigliani, D-Las Vegas, calls for marijuana to be provided by the state to all qualified persons, not to a limited group. The Assembly Select Committee on Energy introduced AB661, which calls for electing state utility regulators, requires hearings before rate increases and encourages use of renewable resources, such as wind and solar power. The bill calls for deferred energy rate cases, in which Nevada Power Co. of Las Vegas and Sierra Pacific Power Co. of Reno would seek to recover any past increases in fuel and wholesale power costs at regular intervals. But it would end a recent $311 million rate increase for the utilities, and also end a July 2000 settlement that has resulted in numerous smaller rate increases. The bill also would allow residents who generate electricity to be compensated for the power they feed into the electric power grid. Also introduced Monday was a bill to let voters decide whether to spend $200 million on parks, and another bill to let county election departments limit voting time at polling places to as little as five minutes. In addition, bills in the Assembly would allow the Las Vegas Valley Water District to fine people who waste water and let the Board of Regents set up review boards for police departments at the universities and community colleges. yeah, and also
how many times are they going to have to vote on bills in order to 'research the medicinal benefits of cannabis'? i mean, didn't we do that previously on various occasions? i think the benefits are quite clear. otherwise, it would be a contradiction in itself to have cannabis introduced medicinally in some states while in others not, when the effects are not yet weighed out.

Rather:"State voters in November approved a constitutional amendment to allow sick people with doctors' permission to use marijuana for medical purposes. "What is hard to understand there? Why can't the legislature do what the people demand?
