NightlineWednesday, Mar. 10, 1999, 12 p.m. ETFor the last 28 years Raphael Flores has been “recruiting” drug addicts on the streets of New York. He’s not a drug dealer, but a drug treatment counselor. 
Flores has dedicated most of his life to helping addicts get the help they need in a convoluted, often confusing system. With his extensive knowledge of the rules and restrictions that often face addicts, Flores manipulates the system to get them treatment. For the next two nights Nightline follows Flores and two addicts, Cathy and John, as they struggle to get treatment and stay clean. — Rachel Grygiel
