NightlineTuesday, Mar. 9, 1999, 1 p.m. ETAre we fighting a losing battle against drugs or are we using the wrong weapons in the war? According to Michael Massing’s book “The Fix,” we are using the wrong weapons, actually the wrong approach in fighting our nation’s drug problems. 
Massing argues and Nightline explores the idea that we should return to the drug policies of the Nixon Administration, which spent more money on treatment than enforcement.   According to various studies cited in Massing’s work, providing treatment for addicts is 7 times more cost effective than domestic law enforcement, 10 times more cost effective than interdiction and 23 times more cost effective than attacking drugs at their source. By dedicating more resources to treatment we not only help the individual addicts, but help reduce crime and other problems in communities often caused by drug addicts.   Correspondent Dave Marash goes beyond the statistics and talks with recovering drug addicts and looks at new treatments that are proving to be more successful in keeping people clean and sober. Tonight’s guest is Barry McCaffrey, White House National Drug Policy Director. Tonight’s program is the first of a three part series taking a closer look at drug policy and treatment in the U.S.   Tomorrow and Thursday, Dave Marash travels to New York to follow a drug treatment counselor struggling to get two drug addicts treatment in a confusing and complex system. — Rachel Grygiel
