A petition drive to allow anyone 21 or older to grow and smoke marijuana at home fell short of the signatures needed to place it on the November ballot. Backers of the marijuana proposal failed to file the needed signatures by Monday's 5 p.m. deadline. Thus -- unlike the local government proposal submitted earlier in the day -- the marijuana proposal stands no chance of getting on the November ballot. 
Backers needed 302,711 valid signatures to get on the ballot. Officials were unavailable to say how many they gathered, but state Elections Director Chris Thomas said they conceded they were far short. Under the proposal, users would have been limited to growing a "personal amount" of marijuana, not to exceed three mature plants, seedlings and 3 ounces of dried marijuana. The proposal also would have allowed medical use of marijuana for anyone under 21 who had a debilitating medical condition and is in consultation with a physician. Minors would have had to have the consent of a custodial parent or guardian. Lansing, Mich.
