Capitol Hill -- He didn't come right out and say it. But a top official at the Drug Enforcement Administration is strongly suggesting that the United State is losing the drug war on the Mexican front.
D-E-A Administrator Thomas Constantine tells senators that Mexico's cartels are making dramatic inroads into the U-S. Mexico produces marijuana and heroin, and also acts as a major transit point for cocaine coming into the U-S. Constantine says the corruption he has seen in Mexican law enforcement is unparalleled in his nearly four decades of police work. His testimony comes as President Clinton moves toward certifying that Mexico is fully cooperating in the war on drugs. Clinton's decision is expected Friday. Without certification, Mexico could be hit with economic sanctions.
