BURLINGTON Sentencing proceedings will begin tomorrow for Steve Hutchins, described by prosecutors as one of the ringleaders behind Vermont's biggest drug-smuggling operation. 
Co-defendant Billy Greer was sentenced to 27- years in federal prison on Friday. He was also fined 500- thousand-dollars. Prosecutors say the men smuggled marijuana and hashish along the Quebec border.
