Salem -- After months of negotiations and right before recreational pot becomes legal, Oregon House legislators passed a bill Wednesday setting up the state's legal marijuana market. The measure creates regulations for medical and recreational marijuana, and includes a compromise allowing local jurisdictions to opt out of legalization. Members of a joint committee tasked with implementing Measure 91 had previously deadlocked on the issue of local control, and the measure stalled for weeks while lawmakers worked out an agreement.
Counties or cities that voted against Measure 91 can choose to bar sales of marijuana if at least 55 percent of their residents opposed the ballot measure in last year's election. Other counties would have to put the issue of banning pot sales to a vote."I did not support Measure 91. I am voting for this bill because it allows local jurisdictions to prohibit the sale of this drug," Rep. Bill Post, R-Keizer, said in a statement. The bill also creates a tracking system for marijuana so officials can trace pot from seedling to retail sale in order to keep it out of the black market. The Oregon Health Authority would be in charge of creating and maintaining a database tracking pot's path to market, and the bill requires grow sites to register and submit information on the amount of marijuana processed and transferred every month."We want to help local businesses be successful in this legal market. We want to reduce illegal activity and transactions that are not in accordance with these laws. We want to keep kids and communities safe," said Rep. Ann Lininger, a Democrat from Lake Oswego who carried the bill.Additionally, the measure reduces penalties for some drug-related offenses. Geoff Sugerman, a lobbyist for Oregon Cannabis PAC, said it will bring the criminal statutes in line with the fact that marijuana is now legal. The measure, HB 3400, also will expunge many marijuana-related convictions, which will benefit tens of thousands of Oregonians, he said."The so-called war on drugs has devastated communities across this country. With the experience of Prohibition behind us, we should know better, but instead we fill prisons and break up families over this drug," said Rep. Lew Frederick, a Portland Democrat.Consumption of recreational pot becomes legal in Oregon on July 1.The House approved the measure 52-4. It now heads to the Senate.Newshawk: Mark 702Source: Associated Press (Wire) Author: Sheila V. Oh my gosh!
I inadvertently lied! Someone else read or saw that and told me about it. Those MRIs or whatever they were about what happens when people lie. Ow... distracted and in a hurry... so sorry. I saw it in my mind when they told me about it. :)

Brain changes.... Bill Post
I think the total brainwashed prohibitionists, that are blinded to the truth by outrageous propaganda and unfounded, but dearly held beliefs that are just wrong...those suffering, like Post, from bad cases of Reefer Madness, undergo serious brain changes. Their brains seem to have lost the ability for truth based thought.I saw something the other day that explained how lying, over time, changes the brain. At first, if an honest person tells a lie, a certain part of their brain lights up brightly (sounds like conscience), but if they keep it up... they become toughened to the lie and when they lie, no lights. No conscience. Of course, lying and believing lies messes with a person's brain."And their consciences are seared over... as though with a hot iron."Gah.

Sounds like a wise man with a sound mind.

Opt-Out Democracy
"I did not support Measure 91 (legal cannabis)." - Oregon Rep. Bill Post, R-KeizerThe last refrain of the sore loser. Fill in the blank... "I did not support abolition." (So we get to keep slaves in my county.) "I do not believe the earth is round." (So we can teach our schoolkids to be idiots like me.) "I do not support the vote for women." (So we get to keep slaves in my county.)At some point don't you realize that the world isn't going to slow down to keep pace with YOU?

MPP Presidential Pick
I hate to make this off-topic post, but every time I see a positive article about Presidential candidate Rand Paul and cannabis, it rarely ever seems to be posted here. Rand Paul just received the highest score from the Marijuana Policy Project for all Presidential candidates, Democrat and Republican. http://www.washingtontimes.com/news/2015/jun/26/rand-paul-gets-highest-marks-marijuana-policy-proj/Rand Paul tends to be really good on foreign policy as well, even better than most of his potential Democratic opponents. With the recent SCOTUS rulings and various examples of government over-reach that have been happening I have a strong feeling that Republicans are going to take the Presidential election in 2016. Do we want another drug warrior and war monger in office? If not, I would recommend that people temporarily register Republican and help ensure that Rand Paul wins the Republican nomination.
