A proposed state study of whether marijuana helps or harms ill people has the Assembly's backing. California voters in 1996 approved Proposition 215, which legalizes use of marijuana for medical purposes, but federal law still prohibits the cultivation, possession and sale of the drug. 
A bill by Sen. John Vasconcellos, D-Santa Clara, would ask the University of California to create a Medical Marijuana Research Program to study the safety and effectiveness of marijuana use for various diseases. Proposition 215 backers say pot can relieve nausea caused by cancer chemotherapy, help AIDS patients avoid severe weight loss and relieve symptoms and pain for glaucoma, epilepsy and multiple sclerosis patients. The bill was approved by the Assembly 45-27 Thursday and returned to the Senate for a final vote. Friday, September 10, 1999
