Colorado's Marijuana Task Force issued its final recommendations for how the state ought to implement Amendment 64, though the actual regulations will be made by state lawmakers. The 165-page report released Wednesday included 58 recommendations to be reviewed by the governor and state legislators. Task Force Co-Chair Jack Finlaw, the Governor's Chief Legal Counsel, called the report "very comprehensive" and said that it laid the groundwork for regulation. 
"The Task Force recommendations will now need to be perfected through the legislative process and rulemakings by various state agencies," Finlaw said in a statement.Click here to read the report in full: http://www.colorado.gov/cms/forms/dor-tax/A64TaskForceFinalReport.pdfTask force leaders agreed that legislators will have to put a "Marijuana Products Sales Tax" initiative on the November ballot, but left the taxation rate to legislators. According to a 7News report, some in the task force recommended a 25 percent sales tax, but others were concerned that it would continue to perpetuate the underground market for cheap pot.The task force also recommended that during the first year of licensing "only entities with valid medical marijuana licenses should be able to obtain licenses to grow, process and sell adult-use cannabis."Smoking marijuana in bars should be banned in establishments covered by the Colorado Clean Indoor Air Act as well as other places where tabacco smoke is tolerated, the report says. Consistent with alcohol rules, the task force also recommends that the Legislature prohibit open packages of marijuana in vehicles. "This was ground-breaking work and the Task Force process went very well," task force co-chair Barbara Brohl said. "It was supported by many committed and astute individuals who took the Governor's charge very seriously. Task force members represented differing viewpoints, they addressed all issues in a well-thought-out manner and worked hard to develop sound solutions. The Task Force did all the 'heavy lifting," but now a lot of follow up work has to be done in the coming months." 58 Recommendations 
You'd think cannabis was a deadly product. No more bloodshed or life lost or harmed. That's what I want. End the injustice. The sooner the better.Animals like it. People like it. Birds like it. It seems to have benefits for those that consume it. But whether or not it does and above all... No more bloodshed. No more life lost, harmed, or infringed upon. No more property and wealth seized by the government over this herb.

That's so amazing, ekim.
Thank you.Something that could be effective on even the hormone receptor negative kind of breast cancer. That really is amazing. Two years ago, my oncologist said that after chemo, surgery, and radiation, she had nothing left she could "throw at" the kind of cancer I had. It's so weird. They know it could help. Yet they deny people it's use.It's so wrong.

"enact legislation revising the Colorado Clean Indoor Air Act, Section 25-14-201-209, C.R.S. to incorporate marijuana smoke. The following changes are proposed:
Section 25-14-202: Change “tobacco smoke” to “tobacco and marijuana smoke”; change “tobacco products” to “tobacco products and combustible marijuana”.
Section 25-14-203: Insert definition “(11.5) “Marijuana” as defined in the Colorado Constitution, Article XVIII, Section 16(2)(f).
Section 25-14-203(16): Delete the words “medical” and “as defined by section 12-43.3-104(7), C.R.S.” from the definition of “Smoking”.
Section 25-14-204(1): Change “tobacco smoke” to “tobacco and marijuana smoke”.
The Task Force further recommends that there should be no exemption that would allow the smoking of marijuana in “cigar bars,” smoking clubs, or similar establishments where tobacco smoking is allowed."Ok, so the facts are that, tobacco smoke kills about 40,000 Americans each year from 2nd hand smoke but 0 from marijuana smoke. Actually marijuana smoke is good for you!

statutory language providing for the use of, or being under the influence of, marijuana during operating hours as subject to licensing consequences, as for alcohol, if it is consumed at the facility or if any affiliate, individual employed by, person who resides at the facility, or the licensee themselves are under the influence of marijuana during the operating hours of the facility."Is this currently applying to bar owners in CO? I mean if they take a sip of beer during the evening are they going to lose their license?Have you guys gone mad?

Either do both or none, don't expect the marijuana industry to have to adhere to higher standards, even though or especially considering that marijuana has never killed a human being and/because it is NON-Toxic.It does not make any sense to have more lenient rules for TOXIC, thus lethal products like cigarettes/tobacco and alcohol.These rules are killing the establishment of a legal market and this will lead to mayhem.
