Hawaii -- State Sen. J. Kalani English will probably grab a few headlines when he introduces two bills in the legislative session this week: one to legalize medical marijuana dispensaries and the other to decriminalize possession of small amounts of marijuana.His marijuana reformation bills are modeled after laws already in place in other states. On Friday, the Democrat who represents Upcountry, East Maui, Lanai and Molokai said his motives are at once pragmatic, moralistic and economic.
The measures would free up law enforcement to focus on hard drug traffickers and help the state deal with Hawaii's fiscal year 2011 $1.2 billion budget shortfall on a number of fronts, English pointed out. He said he wasn't certain how much new revenue or costs savings, including for courts and jails, the proposals would make, but he was sure it would be significant.On Friday, English said that he intends to follow California's lead by legalizing - and taxing - medical marijuana dispensaries to generate revenue. A dispensary is a private, secure facility where people with medical marijuana cards, which have been legal and available in Hawaii for almost a decade, can purchase marijuana for medicinal purposes.Proponents say the dispensaries provide a safe environment to sell a legal product that provides real relief for those suffering from pain and nausea caused by diseases such as HIV/AIDS, cancer and multiple sclerosis."To own a dispensary, you would have to have a permit, and then you'd be taxed a flat rate right there," English said. "There'd also be a general excise tax (for purchases)."My point is we already legalized medical marijuana, so we should allow the counties to (regulate) the dispensaries . . . (President Barack) Obama directed the Department of Justice to honor states' rights, as it should be. It's a complete reversal of the previous doctrine that the federal trumps the states."His bills for Hawaii are the logical extension of what's already happened here and the changing attitudes toward marijuana, or cannabis, across the nation and world, he said.Early last year, the Obama administration instituted a "hands off" policy when it comes to medical marijuana and backed off his predecessor's policy of using federal law enforcement agents to raid dispensaries. However, marijuana remains listed as an illegal drug by the U.S. Department of Justice, and the Hawaii Department of Public Safety has chosen, under Gov. Linda Lingle, to continue to enforce those laws.Critics say the dispensaries are nothing more than fancified illegal drug stores, and that it is easy to get some doctors to provide medical marijuana cards for any ailment - real or imagined.And to relieve some of the pressure on police and the courts, English, who sits on the Public Safety and Military Affairs Committee, said he will co-introduce a bill that will decriminalize marijuana possession up to 1 ounce per person.The measure would not legalize marijuana, he was careful to make clear. However, under his proposal, offenders caught in possession of marijuana would go through the civil court process, just like with traffic tickets, English said."It would be a fine versus jail time," English said. "It will clear up the courts of a huge backlog. Right now, only 0.4 percent of every possession case actually goes to prison. It's just clogging up the system. It's still illegal, but we would give them a civil fine and make it a civil procedure."It should free up a lot of resources for law enforcement, too, so they can better pursue hard drugs like ice, cocaine and heroin. It's definitely a cost-saving measure, at least a few million (dollars) a year in the judiciary and even more money for the prisons."Even with a small number of people incarcerated for possession, English noted that it costs $88,000 a year to house an inmate, and Hawaii's prisons are already full.A number of other states, including California and New York, have decriminalized small amounts of marijuana as well. English added that his decriminalization measure would not protect dealers. Yes, I've had a couple of Labs.
One I especially loved. He was such a good dog. But they've both passed on.My mother has a mega thief one. She can't let him out at all. He's brought home people's shoes and one morning, a hot cup of coffee. It was in a thermos cup thing with a lid on it. The only thing I can think is someone put it in their car and had to run back in the house for a minute. We've thought a lot about that hot cup of coffee. I bet the owner of it has too. Unless they saw him do it... they probably still feel crazy about what happened to the cup of coffee they know they had.

Do you have a Lab? I like Kongs because they are strong but soft. I stuff the big kong with kibble and peanut butter and freeze it. It takes him about a half an hour to get it empty.

Had Enough
Thank you so much. I wouldn't be going thru this operation if it wasn't something that could kill me if not taken care of. Here's a funny picture of Moose and his Kong. Kong's are great for a dog to play with. They can't hurt them like a stick. He sleeps with his Kong and plays with the small Kong when we have him in the yard. They said at the Vets that sticks are accidents waiting to happen and many dogs have died because of them. He tried to pick up one this morning and I brought him in before he did.

I lived in LA for a while and felt a number of temblors, including one that cracked the slab of our apartment. But the biggest one I've ever been in was in Memphis back in the early 70s. New Madrid fault, of course.

Last Wednesday after his morning meal we went out in the snow and he was feeling so good. He was running around and picked up a big stick. It turned in his mouth and it punctured him under his tongue and just missed the carotid artery. He shook his head violently until he dislodged it. We took him to this Veterinary Hospital where he was put under to examine the damage. He missed dropping dead on the spot by a fraction of an inch. The Vet said he scoped 6 inches into the hole. He is on antibiotics, anti inflammatory  medicine and pain medicine. We are lucky he is still here. Just another wonderful miracle for us. It was the same Hospital, Vet and room that we put Kaptin to sleep.http://www.valleyviewvets.com/

That is very worrisome. But if they did accidentally hurt the artery... you'd be right there to get that fixed. Femoral artery wounds are an amazing fast killer if there is no one there to help you. A major femoral wound can bleed a person out in fifteen minutes, I think. It's horrible fast. It's a huge artery.But in an operating room, even if they somehow hurt it... they could staunch the blood flow, and fix it, immediately."Fear not, .....".

Lol!I knew a high school snitch once. That odor stayed with her for many, many years. It was sad and it stunk to high heaven. She eventually quit school because she felt so shunned and despised. I think she got suicidal, but thankfully, didn't succumb to it. Lots of people hurt by her snitching did despise her. Her fellow students threw things, like books and school supplies, at her when the teacher wasn't looking. It was pretty awful. She had that snitch smell, and rightly so. No one was going to offer her any "evil weed", though, that was for sure.

Well... it's not like we're going to run amok
without FoM... or have a big party or wreck the house while she's out. It's going to be like waiting in the surgical waiting room, instead. But somehow, waiting with you, Runruff, would have to be more fun than not. This thing has been hurting FoM for a long time and making her very sick without the doctors realizing what was doing it. Well, they've found it now and they're going to fix it and our FoM is going to have a less painful, less sick feeling, less weak and vulnerable, new, strong and powerful, lease on life.It's going to be ok, even if Runruff is in charge of the sometimes boisterous, roused "Rabble" that we so chatteringly are.

Pot repellent for kids!
In my attempt to help assuage the fears of so many uninformed parents, I have been working on my invention I call "Stop Pot" in a can. Whenever a child leaves the house the parent can spray the child with my product and keep them safe from the dreaded green monster.It works by making your kid smell like a snitch. No one will approach anyone with the smell of snitch on them!For extra insurance you can by one of my colorful "snitch jackets". Once a kid starts wearing a snitch jacket he is sure to be left alone.jes' helpin'

Thank you. It has taken a few years for me to figure out what has been wrong but I have an Incarcerated Femoral Hernia and the surgeon scheduled the operation as soon as he could get it done which is Thursday.

You speak of "Wave energy". That's something I don't think I've heard of before, but when I think about the ocean and the power of waves... it seems like it would be an obvious source of some sort of power harnessing and collecting... like wind and other water powered energy sources..

That's quite an article. I was reading the comments and one poster is admiring a Konagold's passion and wishing others to have such. I'm assuming that Konagold is you. The commenter knows not what they ask. I know where your passion comes from. For people to understand and stand with you is what you want, I think, and for them to understand what makes you have this great passion, per grace, for them, without having to go through it themselves.

It's Time To Mention This
On Thursday I will be having surgery. I really think it will be very difficult for me to do news for at least a few days afterward. Hope will be informed by me or my husband how it goes and I hope people will post news articles in the comment sections and keep the web site on top of the news.
