Mark Kirk To Push Tougher Sentences for Potent Pot

Illinois -- U.S. Rep. Mark Kirk will call for legislation Monday that would toughen drug-trafficking laws regarding a highly potent form of marijuana, with penalties of up to 25 years in prison for a first-time offense. The law would target offenders who sell or distribute marijuana that has a THC content exceeding 15 percent, which is between 5 and 10 percentage points higher than average marijuana, according to Kirk's office.
THC, or tetrahydrocannabinol, is the main active ingredient in marijuana.Drug dealers are increasingly cross-breeding plants to produce high-potency variants of marijuana, which are called "kush" in street slang when they have 20 percent THC, Lake County Sheriff Mark Curransaid.Police have been turning up more of the high-potency marijuana in Lake County arrests, he said."When you amplify the strength of it, you are increasing the harm to the system," said Curran, who supports the legislation, which would amend a federal law. "They are more dangerous behind the wheel of a vehicle. It's not a good idea to have people that messed up."The U.S. Drug Enforcement Administration has reported that kush sells for as high as $600 per ounce, creating the same profit potential as crack cocaine, Kirk said. The Republican North Shore lawmaker said he plans to release more information during a news conference in Chicago on Monday, where he will be joined by representatives from the Lake County Sheriff's Department, the Lake County Metropolitan Enforcement Group and Waukegan Police Department.Note: North Shore Republican to propose legislation setting penalties of up to 25 years in prison for selling 'kush'Source: Chicago Tribune (IL)Author: Lisa Black, Tribune Reporter Published: June 15, 2009Copyright: 2009 Chicago Tribune CompanyContact: ctc-TribLetter Tribune.comWebsite: http://www.chicagotribune.com/URL: http://drugsense.org/url/SEioH6cjCannabisNews -- Cannabis Archiveshttp://cannabisnews.com/news/list/cannabis.shtml

It seems kind of like
the louder and meaner the prohibitionist... the harder they fall. Kind of looks like it.It's not an after effect. It's a before... sign of what kind of person they really are. If they really want to punish people over cannabis... they really want more and more punishment heaped on people that shouldn't be punished at all... then maybe they're dishonest or particularly unwise, shall we say, in the ways of life. Of course they are! Most of us have known that for some time now.It takes some sort of special low down and twisted and disturbed thinking to want to punish people over cannabis.

I don't think this bill, if it is tabled in our Congress, has a snowball's chance in hell of passing. If you follow European politics this idea of raising the sentence bar for "potent" pot has been tried, but has never been passed into law.It would create a world of double standards that nobody could really regulate or control. It creates a law enforcement "double standard" that is unenforceable and ridiculous: there are too many small-time dealers who sell "chronic" for a sentencing max of 25 years to be even thinkable. Now, when decrim Illinois restricted the civil offense maximum to 2.5 grams, that was actually doable. In other words, small-time possession wouldn't be cited. But strains? There's simply no administrative outreach or police procedure that could make this a reality. It will die in committee meetings.--rchandar

Sometimes a Day Late
And a dollar short, but a question from the peanut gallery. Is this not the same as what has been reversed with powder cocaine and crack cocaine disparity in sentencing? In many of the medical states it is legal to produce cannabis extracts, is this the real target, or just some more of the same reefer madness of Pot 2.0? The prohibs are gnashing of teeth, and grasping at straws!! Like with any "war" it is he who declares victory that wins. Let me be the first to say it, "I claim victory in this war on drugs!!!!"The SQ is going to have to prove me wrong!!FREE CANNABIS FOR ALL!!!

Prohibitionists vs Abolitionist tolerance
The serial prohibitionists harbor every bit such ill will toward us openly, if not officially. That is the problem of prohibition, making a class of citizens in private activity the enemy. The enemy that should be eradicated. Make no mistake, that is the prohibitionist position. It would serve their purpose just as well is we were gone, or it was possible to make us go away. They are not about correcting dangerous behavior or about public health. They are all about punitive action. Even to the point of paramilitary attacks on US citizens, often resulting in deaths and often erroneously. A governments state sanctioned terrorism against her own people as means of control through fear. There was no reference to violence here that is anywhere near the incites for retribution against a physician by the likes of Bill O'Reilly and Fox News. Nothing like the outright calls for assassination of the US President that I have seen in the Yahoo news comments.Had I been the victim of attack from these jack-booted thugs I too would have little patience for these ridiculous policies. Some idiot of a politician proposing more and worse is simply an amazing affront to freedom and progress of civilized society.

If >15% THC would have a mandatory minimum attached to it, then what about the 100% THC big-pharma pedals? This guy really needs a clue, THC, by federal scheduling standards is a schedule III, that fact in and of itself makes his proposed bill very easily killed...oops I layed a death threat against a bill, I mean ripped to shreds.........End of line

Get a clue there Cliff
Cliffy, asking someone to take themselves out of the gene pool is HARDLY A THREAT, it is a SUGGESTION...now if I'd have said "I will take you out of the gene pool" then that would have been a threat. Runruff and his wife are not the only ones here that has had a group of jack-booted thugs holding automatic weapons to their heads in their home. The only differences is I had ONE plant, that's right, ONE. Not to mention the piece-of-shit that lead and initiated the investigation committed perjury, his informants (if they existed) committed perjury, but the big one is when this moran was 18-19 he was having a sexual relationship with a 13 year old, that a two years later got pregnant by him. In-light of what happen to me, I have absolutley NO RESPECT for MOST cops and ALL PROHIBITIONISTS; NONE, ZERO, ZILCH, NIL. Hate is a powerful emotion and, if directed right, is a powerful weapon. I just simply fight fire with fire as NO mortal scares or intimidates me. So don't come on here issuing demands, who the hell do you think you are? Probably some snot-nose kid or a privileged adult who doesn't have a clue......again, a suggestion is NOT a threat.........End of line

In a discourse of words,
there are common sense protocals, particularly if one actually wants to communicate, however, the protocols of such dicsourses are determined -if they are to be of any use- somewhat by general parameters held in common agreement by those who log in to the conversations, but not so fixed and inflexible as to defeat the movement of thought and information by setting one personal standard of preferred protocols as if it were those of the community. The action of judgement and accusation is sometimes hard to distinguish for some people from sarcasm, and wit. That general blanketing of 'unacceptable' parameters of protocol based on those insensibilities is the same kind of thick-witted, republican, right-wing,...well the list is long.., that we just kicked out of the white house and including mr J.P.W. drug lord. There is a difference between momentary lapse in 'taste' or perhaps proper 'protocol' and lol 'forum etiquette' and 'death threats'. And personally I saw neither in those comments.++++++I'd like to take this opportunity to restate my appreciation for the many fine people who post on this forum, and the respect and slight awe that I have for FoM and her steady hand on the wheel guiding the ship of Cnews through some sometimes pretty stormy stuff.I know the power of words, and the power of True words sits on the altar of my 'church' from which I delight in the communion of sharing of said truth. Such a thing is hard won however, in a world taught, quite simply, to believe differently. I know how deep the emotion runs in so many of us, in direct experiential scars inflicted on us-and we are/were innocent of any REAL crime- that can never really truly be healed as long as the true criminals still wave their false wands and tokens of power -backed up by real thugs with guns (now there's a 'death threat' for you)- from their ill gotten offices and estates. At least it is that way for me. War does that to a person. It makes you angry. Even if it takes a whole lifetime of suppression and denial before you must bring it forth into the light of day.The suffering and pain is real.A misinterpretted piece of literate syntax is not. That little slice of ignorance is offensive. But such is the nature of freedom. Such is the nature of liberty and personal responsibility for it. Such is the nature of true maturity; to tolerate and allow ignorace, in the hope and endeavor to illuminate the false with the true. Truth cannot be taught, or forced, it can only be embraced. Thats the ony way to get it. Words have power, for sure, but there are many points in life where they fail significantly to describe the experience. When they are in alignment with truth, and Creation, then they are at their peak performance. The emotional responses that can be produced -and reproduced- through connotative choices of descriptive language, rule the common consciousness, call it 'platonic conversation.' This is the power that most are familiar with, it is what the comedians know well (if they are any good) and all who stand before the crowd and speak. This is only the surface of the power of Word, and ironicly enough, when you dive into the depths of Word, the closer you get to the essence of 'what it is' the less of Word there is to actually describe it.Way too much credence is put into the words of mankind. There are other words, in other languages. If one were able to hear the words of the many species our ignorance has devastated, we might have though differently about how we did things.Men kill each other over words. People have threatened me many times in my life over words, yet if either they or I were drowning, the words would be the most superfluous thing to the reality of saving a life, I believe. -I could be wrong about some-I love words. I love to write, to read, to compose and squeeze as much distance out of the language I have learned as I possibly can, but most of all I love the Truth. My love for the truth is greater than anything but the love of my family, which in my life is the greatest truth I know. But words can be abused and misused as surely and as certainly as anything. And the abuse is not in the speaking or writing of words, but in the mistaken interpretations made with prejudiced attitudes and fixed 'moral compasses' locked on the middle ages. Thanks to those who have successfully brought their consciousness into the 21st century, and made it to this forum. Ours is truly an honorable and worthy cause.LEGALIZE FREEDOM

A little info for you, cliff
If this pinhead, Mark Kirk, had gotten this kind of insane legislation passed a few years ago, a 50+ gentle man we all know and love, a simple gardener who loved his wife and had gone through heart bypass surgery, would have served an unjust 25 years in prison instead of just the two year unjust sentence he served. That gentle man who was condemned by bastards such as Mark Kirk is our beloved runruff.I wouldn't blame runruff if he spent his time tying nooses as a hobby, but he is a gentle, non-violent man who did not threaten anybody, even the jack-booted thugs who pointed automatic weapons at his and his wife's heads and stole their lives as they knew them.Try and ask a few questions if you don't understand something. FoM knows us and she would have answered nicely if you would have been a little less threatening yourself.I love you, runruff and mrs. runruff. I will never forget what they did to you and I promise to do everything I can to make sure it doesn't happen to anybody else. The Reverend Bud Green

When they said the teacher from AC360 was bipolar that explained the disconect from reality.People with that condition are easy to spot. They tend to speak a lot of non-sensical jibberish. They tend to invent their own warped view of the world. You can usually expect unwarranted fits of anger and a tendency to blame the rest of the world for their problems.And.........on another topic....I saw nothing wrong with runruff or geochemist's comments.Runruff has definately paid his dues and then some.FoM did her regular good job of moderating.Legal like alcohol, for everybody's benefit.

the teacher
The teacher in question suffered from bipolar disorder, what used to be known as manic depression, a very serious mental illness. She needed to be under medical care. Mentioning her story did nothing to further the article and it seemed rather pointless. I am sympathetic to her condition, but it was not germane.

Do these idiots not understand what "we the people" mean? Well, with public opinion shifting in our favor, the people that put him in will take him out. As far as Bennett, he's a thousand years old, he probably knew Anslinger, et al. what else would he say? Free drugs for all? Three big key points our cause doesn't lean on enough (in my opinion) are: the Guzman, et al. studies, the fact alcohol has a low lethal dose AND is a non-chlorinated solvent and the tobacco/uranium-238 association. Throw the ball back in their court and watch and see how fast they are made a fool of, not to mention it will expose their hypocrisy as so transparent it should be criminal, and with the first of the three mentioned above it in fact IS. I just indulged in a few tokes of Lobotomy, in lieu of pillaging, raping and murdering or using any of the 18 of 20 lorotabs my dentist gave me 8 months ago, I think I'll run the numbers from my three aquifers to determine K, T and S.......End of Line

Regarding Hindu Kush
An author was on with Jon Stewart talking about how Opium provides more money for the terrorists than anything else. The farmers grow poppies to make money and need alternative crops, and therein lies my idea of a perfect solution to all of our problems. The poppy farmers could switch to cannabis, a crop that has been grown in Afghanistan for thousands of years. In fact one genus, Cannabis Afghanica, is thought to have actually originated from there. This cannabis is of the highest quality and could fulfill the legal American market for Cannabis Indica. If we allowed our Cannabis Sativa to be grown in the equatorial countries, our supply of different strains and genera for a legal American market for cannabis would be complete, except for the Connoisseur market for American cannabis, which could then function as a niche market. The black market would be eliminated, farmers would have an alternate yet still profitable replacement crop for opium poppies and billions would be saved in our misguided war against this beautiful plant. The Reverend Bud Green

Mark Kirk is a TRAITOR to the USHe's the nut-job Rachel Maddow talked about on last night's episode of her show. This traitor (IMHO) went to China and told the Chinese leaders that they shouldn't trust the economic numbers coming from the US Government! The economic stability of our Country was put in jeopardy by this idiot for political reasons. For an elected representative to go to our largest creditor and in essence call the President of the United States a liar is as treasonous an action as I've ever heard of.Now, Rep. Kirk has further proven that he is a danger to the safety and welfare of the citizens of the US.No offense to our friends in Illinois, but WTF is with some of these politicians from your state? My condolences because you've got some dregs of society in public office up there. The Reverend Bud Green

The "Skunk" campaign worked, btw.
Britain, as we know, re-reclassified cannabis back to the stiffer penalties of a few years ago.I think that is why this is probably a planned, deliberate attempt on the part of prohibitionists to copy what worked in England, and shouldn't be discounted. They probably picked out Kirk, because he already proved he would say absolutely anything to make a name for himself.

Another Thought
I remember a time when we became too confident that the laws on marijuana would be changed. I need to remind myself how pushy some politicians can be. The mostly Republicans are not happy campers and that makes them a little more scary then normal to me.

another waist of $$
Does anyone know the actual cost to have cannabis tested for its thc content? In a time where most states are trying to cut back on useless budget drainers this guy is trying to get this passed. I can't imagine this being cheap and its also going to be a timely procedure once the system gets backed up with thousands of samples waiting for testing. On top of that its going to keep people wrapped up in the system for extended periods of time which will waist even more money. I don't think it stands a chance.

It's just spooky...
the depth of the ignorance and the willingness some prohibitionists have to make public fools of themselves over nothing. What are they after? Some sort of perverted fame in the world in prohibitionists? Congratulatory pats on the back from other organized prohibition groups? Invitations to Sembler/Bush garden parties? Sixty five percent of the people, at a wild guess, maybe more, know... without a doubt, that the far out, totally freaked out prohibitionists like those in this column are just completely, friggin nutts. They ought to be ashamed of their ignorance, but apparently don't know enough about cannabis to even have a clue of how ignorant they are.I guess at this point, we're hearing from only the very last of the most absolutely ignorant prohibitionists... that have just been "waiting" for their chance to jump in and do something "Notable" for the prohibition movement*Sigh*

Tougher penalties
The ones who want tougher penalties for high-potency marijuana are Republicans and cops. Anyone shocked?

Rip Van WinkleKirk
I think he just woke up from a 20 year nap.He has a great slogan idea too, "Just Say No". Think it'll catch on?He should be nothing more than a laughing stock about now. Tax dollars pay the salary while he dreams the most ridiculous way possible to waste more time and money.Time for another Republican to go.

kush
Amazing how these people know so little and still make the rules. The Kush is simply a mountain range from Afghanistan to Pakistan to India. Any cannabis that is originally from there is kush. There are a lot of different kush strains out there but they are no different than any other good hybrid. Monsanto is rewarded for creating mutant crops crossing fish DNA into plants and this is somehow ok. We create better strains through traditional crossbreeding and that is somehow a problem. Kush has been popular for 20 or more years and now suddenly it is being brought up as some different drug, what a joke. My Hawaiian crosses are far more potent than most kushes, but that's beside the point. They use the general ignorance of the American public to scare those same ignorant people. Thank god the older generation is going away, they are the ones causing the problems, hopefully as younger folks get in, this country will pull it's head out.

UPI: Tougher Fines Urged for Potent Pot Dealers
June 15, 2009 Traffickers convicted of selling highly potent forms of marijuana should get tougher sentences, a Republican congressman from Illinois said.Legislation to be introduced by Rep. Mark Kirk would target people who sell marijuana with a THC content exceeding 15 percent, his office told the Chicago Tribune in a story published Monday.THC, or tetrahydrocannabinol, is the main active ingredient in marijuana. Average strains of marijuana have a THC content of between 5 and 10 percent, Kirk's office said.Under Kirk's proposed law, first-time offenders could be sentenced to up to 25 years in prison.Drug dealers knowledgeable in cross-breeding plants can produce strains of marijuana with THC contents of up to 20 percent, said Lake County Sheriff Mark Curran, who supports Kirk's plan."It's not a good idea to have people that messed up," Curran said.Copyright: 2009 United Press International, Inc.URL: http://www.upi.com/Top_News/2009/06/15/Tougher-fines-urged-for-potent-pot-dealers/UPI-68371245084833/
