Dear Ms. Flood, Thank you for you letter of June 29, 1999 requesting additional information on our claim. Your letter states that our claim "fails to state the place and other circumstances of the occurrence, event or transaction which gave rise to the claim being asserted." 
However, according a published account that appeared on the front page of the Auburn Journal for Wed, 30 June 1999, you and the Supervisors are well aware of my case: Auburn-area Supervisor Harriet White said Monday that supervisors received a lengthy treatise from Kubby and referred it to the County Counsel's Office. "This is a judicial problem and although he might be using a substance for medical reasons, there's still the concern on the part of law enforcement that they make sure everything is done properly," White said. "Whether his human rights were violated when they were checking, I don't know." On the question of arresting the Kubbys, White said she doesn't know all the facts. But the decision on seeking continued incarceration is a judgment call by the District Attorney's Office, she said. Please notify me immediately, if the Auburn Journal is incorrect and you have not received, "a lengthy treatise from Kubby" as Supervisor Harriet White says you did. Your letter also asks me to state the names of the public employees who have caused injury, damage and loss to us. Here then is our list, which is by no means complete, of Placer County Employees whom we hold responsible:District Attorney: Bradford R. FenocchioSheriff: Edward N.
