City Adds Medical Pot Restrictions

The Citrus Heights City Council last week approved a permanent ordinance on the sale of medical marijuana and took another look at paying the rent for a struggling teen center.The new ordinance sets tougher restrictions than an urgency regulation adopted last month after Roseville resident Kevin Gill applied for a business license to open a cannabis dispensary on Auburn Boulevard, about 900 feet from Sylvan Middle School.
At an April 14 meeting, staff members recommended prohibiting the sale of medical marijuana within 1,000 feet of schools, parks, libraries and other "sensitive" uses. The council lowered the requirement to 900 feet, noting the urgency ordinance was not on the books when Gill filed for a license.That action was blasted April 22 by residents at a Planning Commission hearing on the permanent ordinance. Commission members urged the council to adopt a 1,000-foot requirement and also require a special-use permit for dispensaries.The council heeded the advice Wednesday, adopting both restrictions. In addition, the council voted to let only one medical marijuana shop open in Citrus Heights, fewer than the two allowed in the urgency ordinance.Gill said Thursday he has 30 days to find another location before the city starts considering other applications for a dispensary permit. "I'm a middle-aged, middle class white woman from the Midwest in stodgy clothes," she announced. "I also support marijuana law reform." Dreher discussed the issue of marijuana use during pregnancy, telling the audience how she received call after call from pregnant women worried to death that they would give birth to monsters because they smoked pot. Those worries are unwarranted, she said. "There were 120,000 pregnant women who used marijuana in 1994," Dreher pointed out. "We would have a big problem by now if marijuana were a danger during pregnancy. A Second Thousand Words Against Prohibition- The Chants of the ProhibitionistsThe prohibitionists are concerned about maintaining a police state and a federal power that far exceeds the Constitution that sought to limit what could come with an out of bounds authority that we now see. The drugs, whose official definition is extremely hard to find, are widely available and incredibly expensive because of prohibition. Drugs is an empty word used by the bureaucrats to turn off people’s minds like the term conspiracy theory and liberal media. It is a word for programming and has no official meaning and is meant with supporting propaganda to basically mean bad and evil and sinful all at the same time.For illustration the subject is confined to CP. CP is the main pole in the prohibitionist tent that allows the circus to continue. They defend CP to preserve all of prohibition under a criminal justice model that has failed in its pronouncements that include wiping out all illicit use world wide within four and half years. It is a joke and even the prohibitionists know better, but it is the perpetual war that Orwell could not have imagined. The real battleground in the Prohibition War is CP. It is the most easily attacked and illustrative of the prohibitionist failure and imposed misery and is defended with the most absurd of statements and outright lies. The absurdities and lies are repeated over and over and are whoppers of lies in the Big Lie tradition of Hitler. These are the chants of the prohibitionist in the battle to preserve CP.Now it is strange that when the call for reform is overwhelming by support and intellectual correctness, that the authorities defend CP by saying that this is coming from a group of people that want to legalize all drug use. Now this is a common tool of the prohibitionist. They like to shoot the messenger. It also illustrates bullshit. If the argument is over ending CP then the outside beliefs are irrelevant to the situation and besides that the authorities act like there is something wrong with calling for a health care model of harm reduction. Here again they cannot say the term “harm reduction” for fear that the ignorance that preserves all of prohibition will be disabled with real perspective using common language instead of the words and chants of the drug warriors.The Drug Enforcement Agency is really the Department for Prohibition Enforcement and their people are but DOPEs. Those Against Prohibition should adopt a terminology that rightly demonizes the demonizers, but they generally speak with honesty, sincerity, and candor and do not adopt the ways of the DOPEs.The main tool of the prohibitionists is silence as we see in the avoidance of the word “prohibition” and the term “harm reduction.” When the prohibitionists break the silence we here the same tired old chants.The first chant goes “Marijuana is a dangerous drug” which is an obvious lie to anyone of education on the subject. Marijuana is a term of demonization invented by Randolph Hearse at the beginning of CP and should rightly called cannabis. Cannabis use does not have any real danger if you are not operating machinery while enhanced, although it could easily be done once a person became experienced with use and limitations. Of course that implies all people have sense and unfortunately cannabis use cannot cure lack of sense. It can bring a new perspective to life however, and that is what scares the crap out of authorities. It can lessen the perception of fear, where fear is the main thing used to control the populace with the media blaring the same repetitions over and over. The key word for cannabis use is beneficial. Cannabis is not a dangerous drug. It is a beneficial plant. Now why do I say that? Well, it has leaves, and stems, and flowers with very desirable buds on the female plant. Marijuana is not a dangerous drug. Cannabis is a beneficial plant. Truth has nothing to do with chants and it is best not to expect any truth in defending the War For Prohibition.

I insist I do not exist and my words are only fiction. I would like not to be bound by facts and everything I say should be separated from reality. My words exist, but I do not. I would not believe any of these words as they are not bound by reality or facts. I am a liar and I can promise you I do not exist.The problems we have with substance abuse need to be addressed under a harm reduction policy using a health care model. Using the criminal justice system to impose a prohibition and its corresponding black market must end. The first step in reducing the harm of our current prohibition and moving toward harm reduction is to Free the Weed. Prohibition must end and Cannabis Prohibition best illustrates the fact. The idea that prohibition must end is large and hard to encompass. Cannabis Prohibition, hereinafter called CP, illustrates the problem and its end is the first step in harm reduction. There is such a thing as a Cannabis Perspective that shows all and tells all. The Cannabis Perspective first says that cannabis is a miracle plant. Information tells us the wonders of hemp and there is an untold value that cannabis has for the ailments that pain us. There is no question of the superiority of cannabis high to an alcoholic drunk and hangover. Cannabis is the cure for both. Cannabis is a miracle plant. There will be no discussion. It has been settled.There are three words important to wording against prohibition. The first is prohibition. The prohibitionists hate the word “prohibition” because it brings the real problem before us into the conversation. The word “prohibition” should be used often. The second word is corruption. This means a corrupt system that has overtaken the government and gamed the system entirely. Now the corruption robs from the treasury of the country and our children. It is corruption that most allows the horrors of prohibition go on. The third word is pain and that is most relevant when a little pain multiplied by 7 billion people is still a lot of suffering for humanity. The issue is not cannabis. Cannabis use needs to double as fast as possible. The issue is CP. It is cannabis that can most help us with herbal remedy.  The demon that must die is CP. The top of the prohibitionist world benefit most from the addictive and pleasurable experiences they have outlawed in a rise to the real reigns of government. The corruption of the entire country, with complicity by a controlled media, will show as people’s misery grow.Let’s review the main points. Prohibition and corruption are two of the three key words in warring on prohibition with words. Prohibition should be mentioned often. When people talk/demonize cannabis, give them a broadside and give your stump speech on prohibition/CP. The prohibitionists have fought a War for Prohibition even though they cannot call it that. They hate the term and it melts the demonization of laughing grass like water on the Wicked Witch of the West. The corruption of all things is revealed with a Cannabis Perspective and most people are just upside down on most things. If you believe people should be arrested for growing and consuming cannabis, you are completely upside down. The most important word in all of prohibition is pain.Now the third word most useful in Wording Against Prohibition is the word “pain.” We all have pain and our suffering. It might come with stress or hard work or you could be one of 50 million Americans. If one in six Americans suffer from chronic pain wouldn’t you think that a billion people worldwide suffer with chronic pain in the world. We have a billion people in chronic pain. No one can avoid pain. Wasn’t the first teaching of the Buddha that “Life is pain?” The problem is that CP inflicts a pain on us all. CP mostly just drives up the cost and makes the term controlled substance completely oxymoronic. While people can chose not to consume cannabis they cannot escape a prohibition and a black market. Prohibition has not driven anything off our streets, but it has brought bullets and hardship to the streets where turf means money. The worst thing about cannabis is the laws, the second worst thing is the price and the third is dealing with a black market where character and quality are most assuredly are not assured.On one hand we are inflicted with pain by CP, while being denied the benefits of what cannabis can do. Cannabis does something for people as it is not addictive by most definitions and they have to pay a steep price for a simple plant bud in defiance of the most onerous laws ever made. CP teaches us that America is not the land of the free and it is the land of pee.The opiates have been the key source of pain relief in the world for centuries. Big Pharma sells morphine and time released synthetic heroin and codeine and such, but the opium poppy plant is demonized even though it has brought much pain relief to the world. Cannabinoids from cannabis will be the new opiates without the addiction and we would already know of these wonders if CP had not twisted NIH research to find harms to justify such a dreadful prohibition. In the end, all the wasted money taught us that there is little harm associated with smoked cannabis and even less when not smoked and that cannabis extracts will define safety. CP has blocked the miracle of cannabis extracts from the pharmacy and the home remedies from the garden. CP is a cruel and immoral fraud supported by lies and distortions.CP inflicts pain while trampling unalienable rights and the Constitution. The greatest attribute of cannabis is that it could be free.I have heard both sides of the story. There must be Free Cannabis For Everyone.
