House Panel Passes Revised Medical Marijuana Bill

Montpelier, Vt. -- A House committee has passed a revised version of a medical marijuana bill that would exempt patients with certain illnesses from arrest and prosecution for possession of limited amounts of the drug. Wednesday's vote by the Health and Welfare Committee ends the latest chapter in what has been a lengthy and sometimes hotly debated voyage for the measure, an earlier version of which was approved by the Senate last year.
Committee Chairman Rep. Thomas Koch, R-Barre, said last month that he was reluctant to pass that version of the legislation. This week he offered an amended bill that limits what kinds of illnesses patients must have to qualify to use marijuana, requires patients to apply and register for the drug with the Department of Public Safety and reduces the number of plants patients can cultivate in their homes from seven to three. Burlington Progressive Rep. David Zuckerman said the changes reduced the number of people who could use marijuana for medical purposes. He said the original legislation would have allowed a broader range of people to use the drug, including people suffering from pain that couldn't be relieved with prescription medicine like OxyContin. He also questioned why the amended bill required patients to register with the Department of Public Safety rather than the Agency of Human Services as stipulated in the earlier version. Under the bill passed by the House committee patients with terminal cancer, AIDS, multiple sclerosis and certain other ailments would be eligible to grow limited amounts of marijuana inside a "secure indoor facility." The Department of Public Safety would keep a database of those registered in the program. Public Safety Commissioner Kerry Sleeper praised the revised version. "I have indicated that the committee did an excellent job in narrowing the use of marijuana to those individuals most critically in need," said Sleeper, who listened to the panel debate the measure. "This is more restrictive than S.76," the Senate version of the bill. The legislation now moves to the House Ways and Means Committee. Zuckerman said he was confident the measure would get to the full House for a vote by the end of the session. It will be shown at the Cannes Film Festival in May. Once a movie hits the screen it's out there for others to see. I hate to say this but I will. Bootleg copies will make it out and about if they don't release this movie. I think I am right in saying this. I hope I am. A person can make three plants three trees really. All they have to do is something like scrogging or multiple topping, etc. That's what is so stupid about the limit.. to say 3 makes them feel better because it sounds like less... but the truth is 18 clones sent straight to flower might produce as much 3 trees. It really just depends on space, personal preference and lighting etc-- supplies. I have seen (in pictures) 7 foot trees grown indoors-- hydro under 4000K of HID lights. I'll bet each of those plants produced at least 1/2 a pound easy--probably a pound each...Clones with roots are considered individual plants.3. 10. 25. It is just a number.

Watered Down...
This bill is too watered down. The sick are on their own as the government only looks after big pharm. How Can We Trust Them?
I am watching the news and after the abuse of prisoners in Iraq how can we trust them? Since we have a huge prison population mostly filled with people that the crimes they committed were victimless I don't think I ever will be able to believe that even when we win that they won't turn against us. I don't like feeling that way.

I don't know how these guys can sleep at night. What about other sick people? If a medicine is shown to be of value, why restrict it to only the seriously ill? Who is to say that someone isn't suffering enough to have legal access? These incremental solutions really suck. This is not much of a victory.

Get mad that the Gov doesnt share your intellect. Its a viscious circle. We never really won independence from Britian as we became the same thing ultimately. We rebelled from paying outrageous taxes to a tyrannical governing body. Then our leaders decided to impose taxes to pay for the war. These taxes were levied against....alcohol and tobacco. Gradually the items to be taxed increased and along with that so did the government. Now we are being ruled by the same old tyrannical atrocity which we rebelled against centuries ago.

Well, it was worth at least asking I suppose. If they don't allow cloning of those 3 plants how could anyone afford to grow them for one and what will they do when nothing useable is available for months on end? I get mad at myself because I'm too logical.

AND....The Department of public prosecution has as much business maintaining the mmj patients' database as a doctor does in maintaining a database of murderers and sex offenders. Makes alot of sense....NOT

Another Question
If a medical user can only have 3 plants can they clone from those three plants? Clones are just a part of a plant really.
