Drug Dealer Pleads Guilty Conspiracy, Pot Charges

A drug dealer who stopped in Billings on his way to New York with 100 pounds of marijuana pleaded guilty Tuesday to a federal conspiracy indictment.
Santos Lucatero-Cervantes, a citizen of Mexico, remains in jail while awaiting sentencing Oct. 7 by Chief U.S. District Judge Jack Shanstrom. In addition to the conspiracy count, he also pleaded guilty to possession of marijuana with intent to distribute. Lucatero was arrested April 21 during a routine surveillance by federal and state drug agents at the bus station in downtown Billings. A drug-sniffing dog with the agents went into the luggage compartment at the terminal and raised an alert on Lucatero's bag. Assistant U.S. Attorney Shelley Hicks said agents had the name on the tags paged and Lucatero responded. Lucatero admitted that he was transporting the marijuana cross-country from a source on the West Coast. In another case before Shanstrom this week, Mark Allen Roth, 32, pleaded guilty to three bank fraud counts. He was charged with various check kiting schemes involving four different Billings banks. The first count charges that he opened an account at one bank and made phony deposits at its ATM machine. The envelopes he submitted for deposit were empty. Then he wrote checks on the account and tried to cash them at another bank. The other counts charge variations on the same theme - he made phony deposits and wrote checks on them or wrote checks on a closed account. Assistant U.S. Attorney Klaus Richter said one of the banks lost $20,000 because of Roth's schemes. Roth remains in jail while awaiting sentencing, set for Oct. 7. the drug war is an obvious pawn by the government in order to increase their profits from the market. everyone must open their eyes to the deception before it is way to late for us all
