Standoff Death Leads To Family's Lawsuit

Vandalia, Mich. -- Relatives of a marijuana activist fatally shot at the end of a five-day police standoff at a remote southwestern Michigan campground has filed a federal lawsuit. The suit says the man was wrongfully killed and investigators conspired to cover it up.
State troopers shot and killed 28-year-old Rolland Rohm on Sept. 4, 2001, at the Rainbow Farm Campground in Vandalia, about 25 miles northeast of South Bend, Ind. A day earlier during the standoff, police shot and killed his business partner, Grover Crosslin, 46. The two men owned and operated the campground. They were indicted on felony drug charges months earlier. But instead of appearing at a court hearing on the matter, they barricaded themselves in a farmhouse at the campground and set fire to several buildings on the property, authorities said. Investigators said in both deaths, the men were shot as they raised weapons in the direction of police. Not so, said Rohm's stepfather, John Livermore. "Neither of the autopsies agree with what is in the reports," Livermore said. "There is no way he (Rohm) was pointing a gun at them." Livermore said not only are there inconsistencies in police reports about the standoff, the family has made some disturbing discoveries -- such as the disappearance of Rohm's testicles during the course of the investigation. "There are a lot of things about this that don't add up," Livermore said. Scott Teter, then the Cass County prosecutor, said his investigation showed conclusively that the deaths were justifiable homicides under Michigan law. The Rohm family's lawsuit was filed this week in U.S. District Court in Detroit. The defendants are eight state troopers who were maintaining a perimeter around the farmhouse at the time Rohm was killed. State police declined comment on the suit. No court dates had been set. Police reports list defendants Daniel Lubelan and John Julin as the shooters.
