Kentucky student Morgen Davis, the House of Representatives Speaker Pro Tempore at the 1999 Kentucky Girls' State at Cumberland College, authored Senate Bill #24, that legalized the cultivation and sales of industrial hemp in the Commonwealth of Kentucky.
 Kentucky student Morgen Davis, the House of Representatives Speaker Pro Tempore at the 1999 Kentucky Girls' State at Cumberland College, authored Senate Bill #24, that legalized the cultivation and sales of industrial hemp in the Commonwealth of Kentucky. This bill cleared both the Senate and House of Representatives with no opposition. Governor, Kara Gaetke signed this into law, and most likely, the bill may be presented to the Kentucky Legislative Committee. Senate Bill #24 Title: Legalization of Hemp for Industrial Purposes Enacting Clause Be It Hereby Enacted By The (Senate*House) Of Kentucky Girls' State Assembled That: The plant Cannabis sativa, or "Hemp" shall be legalized for cultivation and industrial purposes in the Commonwealth of Kentucky. Section I: The plant can be cultivated as a cash crop or side crop in the Commonwealth of Kentucky. Section II: The crop can be used for both domestic uses and exportation to other countries which have also legalized the cultivation and/or sale of industrial hemp and its products. Section III: The Kentucky Department or Agriculture shall begin and continue ongoing research into the cultivation techniques of hemp. The KDA shall also set up, with the Kentucky Hemp Growers Cooperative Association, a program for hemp similar to the Kentucky Tobacco Grower and Quota Owner Certification Cooperation. Section IV: The Department of Commerce of the Commonwealth of Kentucky shall begin and continue ongoing research into the vast uses of hemp for both domestic and international interests. Section V: The Commonwealth of Kentucky shall commission inspectors to conduct routine inspections of hemp farms for possible cultivation of the Cannabis that has a large amount of tetrahydolcannabiol (THC), known as "marijuana". Section VI: This bill shall go into effect upon the signing of it into law.
