  Federal Anti-Drug Money Won't Be Diverted

An effort to divert federal anti-drug money from local police in states with medical marijuana laws was thwarted this week by a House committee, which also curtailed other proposed expansions of the White House drug czar's power. The House Government Reform Committee on Thursday sliced several key provisions out of the bill - carried by House Republicans and backed by the Bush administration - reauthorizing the White House Office of National Drug Control Policy for the next five years. The bill still needs approval by the full House and by the Senate. 
One excised section would have affected the nation's High Intensity Drug Trafficking Areas (HIDTAs), of which Northern California is one. The section had said that in states with medical marijuana laws, some HIDTA funding would be moved away from local and state law enforcement and given instead to federal agents. San Mateo County Sheriff Don Horsley, who chairs the Northern California HIDTA's executive committee, and San Jose Police Chief William Lansdowne, an executive committee member, were among law enforcement officials who decried the proposal as misguided. Methamphetamine and other drugs pose the biggest threat, not marijuana, they said. Another controversial section of the bill that was dropped by the committee would have let White House drug czar John Walters spend taxpayer dollars to create and air advertisements opposing drug reform initiatives and campaigns across the nation. ``The Government Reform Committee took a step forward towards reducing the collateral damage of the War on Drugs to students and taxpayers, but much more needs to be done,'' said Bill Piper, associate director of national affairs for the Drug Policy Alliance. ``The ban on giving financial aid to anyone convicted of a drug offense needs to be fully repealed and Congress needs to put stricter limits on the drug czar's ability to campaign and lobby on the taxpayer dime.'' His staff director, Chris Donesa, said the switch is needed because the federal government would take on an added burden, but emphasized the money would be used in the same high-intensity areas.

I just watched a documentary on a Canadian Channel yesterday. It was about Ibogaine and Marc Emery. The documentary said that Marc's son is or was addicted to heroin and that's what made him start this center. They had a woman on that went to B.C. and they followed her treatment and showed her symptoms during the treatment. I don't know what Ibogaine really is and the only thing I could compare it to is LSD but I'm sure it's different since it isn't a man made chemical but a natural plant. PS: I lost a brother in law to a heroin overdose so I understand this all to well. His wife OD and died 2 years before he did.

 As the new year begins, I know I'll always remember 2000 as the year we won the big one. My wife and I did better than win the lottery or profit from a wise investment. To the contrary. A decision we made in March wiped us out. We borrowed $1,500 to add to our only $1,000 and invested it all in Ibogaine. It was all we had and two weeks later it was gone. So how is that winning the big one? Ibogaine is a drug used in treating addiction. It is illegal in only four countries, including the United States. We watched my wife's son's heroin addiction bring him to the brink of death. Several drug- treatment programs had obviously not been successful and there were no available beds in his greatest time of need. My wife lost a 16-year-old son in 1984 when he accidentally shot himself. Her only daughter died at age 21 in an auto accident last year. We could do nothing to save them, but we had to try to finally end the addiction that was about to claim another son's life. Carl left for Amsterdam, Holland, in March to take the Ibogaine treatment that saved his life. Combined with proper aftercare, his life is finally his own.We won the big one.Carl was so excited to be well that he explained the success of his treatment in a face-to-face discussion with Gov. Whitman and Christine Grant, state Commissioner of Health and Senior Services, on May 3 of last year. Thank You. I just looked at the updated page and it brought tears to my eyes. Cheryl lost two children before her passing? Is that right? The nicest people sometimes seem to have suffered the most during their time on this earth.

If she died with out pain, that is a blessing. That day was when I realized that we as a reform community can make a difference. It was amazing on this end too. Cheryl is free now. No more pain. I wonder what Bob Barr will think when he finds out about Cheryl's passing. I hope he knows how wrong he was.

That day at Barr's office was amazing.I filed that report from a computer at the Library of Congress while Cheryl and Jacki waited in their wheelchairs at a nearby police station, waiting for Jim's expected release. Gary Sage, the webmaster of cherylheart.org and you both got it on the web immediately. We scooped everyone!Then I checked back in with Cheryl and Jacki, they were hungry, so I headed down to Union Station to find some snacks the opposite direction.The cops put Cheryl back in her chair without putting the pillows under her, and they delayed Jim's release for hours by taking him downtown. Cheryl didn't complain. That's the way she was. Finally he was freed. Bob Barr will never forget Cheryl!It was fitting that Cheryl helped get Barr defeated. On a later trip, Barr had Jim and Cheryl and Jacki and I detained for over 20 minutes by Capitol Police outside of the Longworth House Office Building for pausing outside his office for a reunion photo. They saw us coming and ran inside and locked the door, scared sh*tless at the fearsome sight of two women in wheelchair being pushed by two men in their late 40's. As Cheryl would say, Why would you do that to us, Bob? And Cheryl laughed last.Truly a remarkable lady!and you a pretty remarkable, too, FoM, my friend!Gary

Below is a message Jim sent to NORML with more info on the services etc. Cheryl was paralyzed for many years by MS. She could only move her head a couple inches. She couldn't even scratch her nose! Something to think about...Yet she went to Washington DC at least 10 times. She was arrested once, and tried to get arrested at Bob Barr's office, but they only took Jim. And there are people who can't make the time to write a letter or make a call.For Cheryl, we need to ALL get behind the HR 2233, the States Rights to Medical Marijuana Act. She really enjoyed being in DC. That's where Cheryl knew she was able to be effective for those that need medical marijuana rights. She was quite a hero. There will be a memorial service at Silverton Memorial Funeral Home, 2482 Church Road, Toms River, NJ, 08753 starting at 7:00 PM Monday (June 9) until 8:30 PM. I will take Cheryl's ashes to Oklahoma for a service at her final resting place, with her son Ricky who passed away at 16 years of age in 1984. That is the I.O.O.F. Cemetery, Norman Oklahoma, tentatively scheduled for Friday (June) 13.(Her daughter Deena, who passed away in March 1999, is buried at a different OK location.)I'll keep Gary Storck up with further details as things evolve or get back to me here if you need to. Cheryl Miller 1946-2003 Date: Saturday, June 07, 2003 12:19 PMSad news from New Jersey this Saturday morning....Jim Miller reports that Cheryl passed away about 9:35 AM EDT Saturday morning at Brick Hospital near their home in New Jersey. Jim said she had a peaceful night and was at her side when she passed.Jim said it was the way it should be, she was feeling no pain and he was able to say goodbye the way he wanted to.Cheryl always had a smile for everyone and a bad word for none.
