Vancouver -- One of the authors of California's medical marijuana law told a refugee hearing Tuesday that many state police officers treat the law as a scam. Lawyer Will Panzer said the California Narcotics Officers Association is against the use of medical marijuana. Panzer told the hearing association has published a paper on medical marijuana. "It shows that they think it's just a scam for smoking pot and that's what officers are taught," he said. 
"Their attitude is we need to save people from themselves. And that's the attitude many counties are taking in California." Panzer was testifying in the case of Steve Kubby, a former California resident seeking refugee status in Canada on political and compassionate grounds. Kubby claims he needs to smoke pot to control symptoms of adrenal cancer. Kubby has Health Canada permission to grow and smoke about 5.5 kilograms of marijuana a year. Witnesses testified on his behalf last week that despite the California law authorizing medicinal use of pot, federal authorities don't recognize the exemption and users face arrest and imprisonment. "In the States, marijuana is very much intertwined with left versus right politics," said Panzer. "Unfortunately people like Mr. Kubby get caught in the middle. "I see this (fight to stay in Canada) as just a guy who's trying to stay alive."Complete Title: Calif.
