A proposal to make the official purpose of imprisonment the rehabilitation of convicts and protection of society as well as punishment won Senate approval 21-16 Thursday. It advances to the Assembly. The bill by Sen. John Vasconcellos would change the prison system's mission statement. It would take other legislation to actually increase rehab programs, said Rand Martin, an aide to the Santa Clara Democrat. ``The language that is in the law now is what drives the culture of the Department of Corrections,'' Martin said. ``The senator's hope is that by altering the mantra we begin to change the culture and ultimately create a corrections system that puts people on the street safely.'' Vasconcellos particularly wants to see the department implement more drug treatment programs for prisoners to try to reduce recidivism, Martin said. On another crime issue, a bill that would give judges leeway in sentencing some murder convicts failed 24-8. The proposal by Sen. Tom Hayden, D-Los Angeles, would let judges lower the sentences of people who are convicted of first-degree murder but did not actually do the killing. The bill would allow sentences of 15 years to life instead of 25 years to life. Hayden cited the case of young men sentenced to prison for 25 years to life because they were involved in a marijuana deal that resulted in a killing. He said the bill would ``restore the idea that individuals should be held accountable for what they do.'' Sen. Ross Johnson, R-Irvine, said the bill would remove a disincentive to commit crime.
