Dutch to Legalize Medical Marijuana Cultivation

"A change of the Dutch law on controlled substances (Opium Act) will take effect on 17 March 2003. It includes regulations for applications regarding the cultivation of cannabis for medicinal purposes and guidelines for cultivating cannabis." According to a release from the International Association for Cannabis as Medicine (IACM) in Germany.Applications for an Opium Act exemption regarding cannabis will be handled by the Office of Medicinal Cannabis (BMC) of the Health Ministry. 
All cannabis cultivated by applicants has to be sold to the BMC. According to the regulations for opium act licences the task of the BMC is two-fold: "On the one hand, BMC must research or arrange for research regarding whether cannabis or cannabis products may be used as medicines; on the other hand, BMC must provide pharmacies in the course of 2003 with medicinal cannabis, so that patients can obtain this with a doctor's prescription." The guidelines for cannabis cultivation have been derived from the general rules for Good Agricultural Practice of the Working Group on Herbal Medicinal Products of the European Medicines Evaluation Agency (EMEA). They describe requirements for cultivation, harvesting and primary processing, ensuring that the cannabis is produced under conditions that ensure that the therapeutic properties of the end product are constant and reproducible. An application form for an Opium Act exemption regarding cannabis may be obtained from the Ministry of Health, Welfare and Sport, Office of Medicinal Cannabis, The Hague. A Friend Of Mine In Amsterdam
is a card-carrying medical cannabis user in (and former resident of) California who foresaw the gov't crackdown on medical users and moved to save his life. He is HIV positive and is battling a brain tumor but he's in great shape and credits cannabis for his survival.He was explaining the medical cannabis program and said that ANY UN member country HAS TO RECOGNIZE THE LEGITIMACY of a prescription from another UN member. In other words the police states of amerika HAS to permit medical cannabis patients to possess cannabis and transport it legally into our country just as if it was ANY other legally prescribed medicine. The prescription and pharmacy label are the keys.The Netherlands is the first Country whose doctors will PRESCRIBE not RECOMMEND cannabis, FORCING the rest of the world to accept the validity of cannabis as medicine.This is tremendous news and another blow to the schedule I lie.

How it will work
FoM, as far as I know (and I'm trying to move there to blow glass for 6 months) they are going to be allowing permits to grow medical cannabis to people, and they will be selling it directly to the government who will then supply anybody who needs it. This takes away from the government getting into the growing business (as they know they won't be able to do as good a job as those who have been doing it for decades) and it allows the citizens to make money at the same time as the government. The government there, which actually is concerned about their people, unlike the US, is going to supply the highest quality cannabis to those in most need. Right now anybody there can grow up to 5 plants and beyond that there is just a small fine until you get up into the hundreds of plants. This will allow people to grow more than the 5 and have better environmental controls without the worry and will allow also for a larger number of strains to be grown which will allow for condition specific strains to be developed and researched.

Medical Value
Well what do you know, cannabis does have medical value for those living outside the good ole USA. I just wonder what it is about the Dutch and to a lesser degree the Canadian make-up that lets it work for them when according to Bush and company it has no recognized medical benefit. Could it have something to do with free thinking? Or perhaps the lack of compassion and thinking?

I thought John Waters said the Netherlands was in the midst of repealing their open-minded drug laws for more goose-stepping American style drug laws.Most have been another of his honest mistakes.

I wonder how this will work? It should be great to follow and learn how it will be done. Will individuals with a medical card be able to have a garden or will they have only special licensed growers?
