Dole Links License To Drug Test

Elizabeth Dole wants to require all teenagers to pass a drug test before getting a driver's license. Dole, the Republican U.S. Senate candidate and a former transportation secretary, has promised to push for a federal law pressuring states to enforce such a measure."Wouldn't that help them understand how important it is to be drug free?" Dole asked at a recent campaign stop in Washington, N.C. "It's not cool (to abuse drugs). It kills."
Then-President Bill Clinton proposed a nearly identical measure in 1996 while campaigning against Dole's husband, former Sen. Bob Dole, and offered federal grants to states the following year. Campaign officials for Elizabeth Dole said they were unaware of the Clinton initiative.Dole included the pre-license drug test as part of her "Dole Plan for North Carolina" this year, proposing that teens who test positive must complete a drug counseling course and pass a subsequent test before getting a license. The test could be bypassed. Parents who don't want their children to take a drug test could just say no and waive the requirement, said Mary Brown Brewer, Dole's communications director."You can't solely address illegal drugs from the supply side. You have to address it from the demand side," Brewer said. "When you turn 16, you look so forward to getting that driver's license ... This is a pretty strong incentive not to do anything that would prevent you from getting that driver's license."Dole has made "less government" a campaign mantra, as have many Republicans, which makes it striking that she would embrace an invasive expansion of government duties and authority. Last year, nearly 62,000 N.C. teens got their first driver's license.A spokesman for the National Highway Traffic Safety Administration said he was unaware of any states enacting such a program after the Clinton push.Dole's opponent, Democrat Erskine Bowles, said he would like to talk with law enforcement officials, parents and teenagers before proposing such a measure. The testing presents practical obstacles and legal questions. State motor vehicles administrations would suddenly face the costs of processing drug tests through a laboratory, not to mention the idea of testing youngsters who haven't been accused of anything. U.S. courts, though, have repeatedly upheld the constitutionality of drug tests.Several states have zero tolerance laws on alcohol use, requiring that teens lose their license if caught driving with any of alcohol in their blood. The alcohol tests, though, are administered after a youth has been stopped on suspicion of drinking.Substance-abuse experts said drug testing works as an incentive to keep youths from abusing drugs but likely only until they pass that checkpoint."Drug testing has always been a false promise that it would help us somehow by threatening people and make them stop so they wouldn't get into trouble," said John P. Morgan, a physician and City University of New York medical professor who has studied drug testing for 15 years. He said the vast majority of positive drug tests detect nothing stronger than marijuana, and occasional smokers need only stop for a couple of weeks to pass.Carl Shantzis, executive director of Substance Abuse Prevention Services in Charlotte, said prevention policy requires follow-up."Once teenagers get a license," Shantzis said, "the question is what kind of other incentives are there to keep them from abusing alcohol or other drugs."Note: Plan envisions eagerness to drive as incentive for teens to stay clean.Newshawk: Nicholas Thimmesch II -- http://www.norml.orgSource: Charlotte Observer (NC)Author: Mark Johnson, Raleigh BureauPublished: Wednesday, October 30, 2002Copyright: 2002 The Charlotte ObserverContact: opinion charlotteobserver.comWebsite: http://www.charlotte.com/mld/observer/CannabisNews Drug Testing Archiveshttp://cannabisnews.com/news/list/drug_testing.shtml

Time to fight back
Politicians who propose such measures must go. Dole is a Nazi. What are we trying to teach kids? This won't prevent anybody from DWI. Kids will dry out for a month before the test and do what ever they want once they get the licence. It is a crime against freedom, and it will accomplish nothing but lining the pockets of drug testing companies with more tax dollars.Hey kid's, if the state you live in does this protest in the streets. Do not take this from the goverment. I am especially angry that the federal government is interfering with a power that belongs to the state. Driver's licencing is up to the state. When the Fed gets involved it always results in a disaster. Past disasters include 55 mph speed limit on all highways, the drivers licence compact, the law that suspends driver's licence for drug violations, and the 0.08 BAC.

Sure, let's test the teenagers!
Once that becomes a normal part of our collective conscience along with other idiotic and useless government mandates such as Daylight Saving Time, then expand the program! Create a pee room at all DMV offices, and require drivers to step aside and drop their drawers at each license renewal! Furthermore, drug test the registered owner of each vehicle and have the vehicle sniffed by a drug dog at registration renewal time! Who knows if that vehicle will be used to transport drugs? Oh, and don't forget to establish drug testing checkpoints at random locations on major highways and city boulevards. Can't have anyone who's not Drug Free and Proud on our roads! And while we're at it, require drug tests for half of the population at the spring Daylight Saving time change, and test the other half when the clocks change back in October! Then the gov't will actually have a valid reason for this practice and all the fat cats will be even fatter and happier.I agree: Dizzy Lizzy Dole (as well as every other depraved, power-drunk Drug Warrior) needs to retire!! Uncle Sam: Chipping away at your freedom, one law at a time.

Drug Testing
We should have a fundamental right to be a keeper of our own body. We are thinking, feeling, learning, victorious, failing and loving human beings. We learn as we grow. We always are wiser then we were just a few years ago. We all record and sort everything around us and make decisions on all the different circumstances that effect each one of us every day. Drug Testing is a violation of the right to learn. Thinking and caring people need space. We all should be thinking and caring people and if the antis finally got that the drug war would be over.I hope this makes sense.

Dole's Step One
First the children, next . . . everyone.Mark my words, if this thing passes and children are forced to submit to drug tests before getting driver's licenses, the prohibs will up the ante by saying "if it's good for the kids, why not do it for the rest of the population?" This is step one toward mandatory drug testing of all drivers; alcohol, tobacco and prescription drugs are, of course, excepted from the rules. They only want to harass those "evil potheads."Of course, once someone fails one of these drug tests, the government has grounds for criminal charges. I think you can see how the collective will of the people (at least 47% of us who have tried cannabis at one time or another) can quickly be averted using these draconian measures. Gee, Lizzie, why not station a cop in every teenager's bedroom?Dan B

WETHEPEOPLE SHOULD COME TOGETHER
Had Enough- I kind of like people that use the words fascist and treason." Adler from Hawaii used to use treason some. He has disappeared and now I have to keep up the word count at Cnews for the word treason and the expression- "The drug wars are treason. I first used the exact words so that he would not be the lone voice announcing his conclusion. The word I would like to see embraced now is impeachment. I think their needs to be a constitutional amendement to guarantee a majority is needed in every election to public office. There also needs to be an amendment to reform the Supreme Court. They need more voices. There are only like 16,000 lawyers in all of Japan and we cannot export any of our glorified better known as lawyers. They need to double the size to 18 as a minimun and get some new blood in right away. Maybe some of the appointers will take a hint as in hang yourself and quit.I am about the only one to use the word wethepeople like I am about the only one that uses the letters, byoffor, as in a government forofby the people. As you can see I am not hung up on words or spelling or accept much in someone else's worries of consistant political correctness.Well, Had Enough, I can am glad to have someone think of wethepeople. Now you use the words in capitals and several times which attracted my attention. I hope you use the expression often so Cnews has a quota for the use of WE THE PEOPLE. I felt some what alone but now I feel our voice is growing and we are big enough to capitalize who we are. So I will give up my little wethepeople for capitalized recognition. But I think we need to come together and remove the space. I will try to keep up search engine results for WETHEPEOPLE.WETHEPEOPLE have a lot of work to do. I have had too much. The anger of the waste and ruin and the corruption of the drug wars needs a total change of direction. This maybe in 2 years someone might feel cannabis freedom somewhere on American soil is acceptable to anyone with understanding on the subject is sorely wrong. I only wish we could hang Walters and let his death be savlation from jail for a joint for the millions he would arrest if given a free hand. His hands need to be tied behind his back. There could be War crimes all over the world attributed to the officers building on the stonewall. We don't need more lies and more insanity. We need someone with some common sense that will at least address the drug abuse problem by their individual ranking. Marijuana is so far down the list, the word marijuana hardly be mentioned. For one year they should have a year-long drug-bashing holiday. Just for one year talk about T&A. DRRuggs. The prohibitionist have driven me to anger over the use of their word drugs. Talk substance. Like alcohol. Like cannabis. Like cocaine. Like caffeine. Stop the lies and the nonsense and act like your are perfectly correct when you are not even in the neighborhood of success. A failed approach on all fronts that will not retreat from the stonewall. Open the gates to sense and reason. WETHEPEOPLE demand it.1

Wrong Message to the Children
“Wouldn't that help them understand how important it is to be drug free?" Dole asked at a recent campaign stop in Washington, N.C. "It's not cool (to abuse drugs). It kills." Yes it would be good for them to understand. Teach them, don’t coerce them.Dole, the Republican U.S. Senate candidate and a former transportation secretary, has promised to push for a federal law pressuring states to enforce such a measure. She has to push this agenda because she knows it’s not wanted by WE THE PEOPLE.Dole has made "less government" a campaign mantra, as have many Republicans, which makes it striking that she would embrace an invasive expansion of government duties and authority. Last year, nearly 62,000 N.C. teens got their first driver's license. She goes entirely against her Republican Party belief of less government in WE THE PEOPLE private affairs. The testing presents practical obstacles and legal questions. State motor vehicles administrations would suddenly face the costs of processing drug tests through a laboratory, not to mention the idea of testing youngsters who haven't been accused of anything. U.S. courts, though, have repeatedly upheld the constitutionality of drug tests.Special interests making profits that would not be made without that push for a federal law pressuring states to enforce such a measure. The constitutional right to unreasonable search??? US courts need a refresher course here. Maybe a continuing education program on democracy, civics, and history made mandatory is in order for some."Drug testing has always been a false promise that it would help us somehow by threatening people and make them stop so they wouldn't get into trouble," said John P. Morgan, a physician and City University of New York medical professor who has studied drug testing for 15 years.
He said the vast majority of positive drug tests detect nothing stronger than marijuana, and occasional smokers need only stop for a couple of weeks to pass. This sums up how the idea doesn’t even work properly. It just makes profits increase for select few, Decrease for Patriotism. Dissention, disrespect for law enforcement and the political process, overall mistrust among people who are in the most impressionable stage of their lives. Not good. Bad idea. “This sends the wrong message to the children.” A good idea would to teach people they are to be held responsible for actions that intrude on others rights and freedoms. This includes impaired individuals that harm others too. No excuses for any intentional harm inflicted on others by any individual. This is what needs to be fixed in our system. Personal agendas that do nothing more than line the pockets of special interests, control (power trip) and trick people for a vote. (It is Halloween though) This is not good for our democracy. Americans, and other people of the world, did not spill blood worldwide for freedom so people with misguided intentions could do things like this. I wish Thomas Jefferson, Ben Franklin, George Washington, Abe Lincoln, & co was still here in person running the government. I bet a lot of today’s politicians/bureaucrats would have other occupations.I’ve Had Enough, and I’m sure you have too.Don’t forgetVOTE VOTE VOTEL.E.A.P. http://www.leap.cc

Cut to the Chase!
Enough wishy-washy half measures! Just take everyone's kid when they turn 10 and put them in government prisons until they turn 21!Ethan Nadelman is right, the moral conservatives think that the only way kids will turn out right is if parents and society are mean and tough with them.

The witch should retire
It makes me sick to think that this person could be a Senator sent to Washington by the people of North Carolina,When is this expansion of the $6 billion dollar a yeardrug testing industry going to end. If someone is using marijuana, which predominates the insanity of the drug war, they just early in life. But again, I say they would not test for tabacco use and Dole does not see any need to mention that North Carolina needs to make ameends for the millions of people it has killed with its tobacco.I say this is a lot more about boosting the revenues of the drug testing industries for the benefit of the fascists that want some of that taxpayer money that all the fascist have learned to tap all the way to financial meltdown. They lionize the health affects of drrruuuugggs but never speak of the police state they so covet. The witch needs to be retired for supporting the fascist as so many of her Republican cohorts have done so well. And you call this idea an example of the way to lead the country. The old lady needs to retire or be retired.1
