County Officials Consider Condemning Marijuana

San Diego -- San Diego county officials will consider going on record Tuesday against legislation being considered by the city that would allow medical marijuana users to have up to three pounds of the drug. Supervisor Bill Horn will ask his colleagues on the Board of Supervisors to join him in supporting a letter to the City Council registering opposition to medical marijuana guidelines the city is pursuing.
The proposal before the city "would increase the perception that marijuana is a harmless and safe drug to be used for medicinal purposes, thereby also increasing the perception among youth and adults that marijuana use is acceptable and not dangerous," Horn stated in a county report. On Oct. 16, a City Council committee will consider guidelines put forth by the city's medical marijuana task force. Those guidelines include a recommendation that police give a pass to qualified medical marijuana users who grow or possess up to three pounds of the drug, or a year's supply as recommended by a doctor. "There is concern that the amount of marijuana resulting from three dry pounds ... is an excessive amount for one person for one year, and that it will therefore encourage the sale of the drug to others, possibly even minors," Horn stated. Horn said three pounds amounts to about 2,600 marijuana cigarettes a year, or seven to eight a day. Under the city's program, qualified users would have an identification card, although the city doesn't yet have that program in place. While the City Council's Public Safety and Neighborhood Services Committee will give the task force proposal an airing in a few weeks, the full City Council would have to give final approval to any action. Medical marijuana advocates say cannabis can help relieve pain and other symptoms for patients with AIDS, cancer and other conditions. Proposition 215, passed by California voters in 1996, allows patients with permission from a doctor to use marijuana for medical conditions. But the law has been problematic, as federal law makes no exception for medical uses. A 3 pound limit is a nice recommendation, based on actual investigation of medical use.I hope that this finding by an independent team is publicized in Nevada. Three pounds makes 3 ounces seem even more reasonable for the voters.

The group's proposals, including a city identification card program, are intended to help police regulate how much of the drug a patient can legally keep. However, critics said the guidelines are too ambiguous and send a message to young people that smoking marijuana is acceptable. Meanwhile, possession of marijuana is still against federal law, and the guidelines offer no protection from federal authorities or other law enforcement agencies. Politicians playing doctor
Where did Bill Horn get his degree in medicine? And if he doesn't have one, why does he think he is qualified to say what the maximum should be for every case? Does he even know anybody who uses cannabis as medicine?Don't forget, the allegation that the criminals are taking advantage of the medical marijuana movement to be a front for recreational sales is merely an argument in favor of complete legalization. If it were legal, this would be a moot point.

about 26g per week - less than 1 oz. ?
not excessive!Most medical users would probably do fine on 1/2 oz per week - those w/ more persistent symptoms maybe 1 oz. All of this is really an issue for doctors and patients to work out - who needs the County Commission's long wooden noses stuck into the process anyway?If they set the limit at 1 pound per week - THAT would be excessive!

Some politicians never seem to get it; they serve the people, not the other way around. This one needs to have his cojones gently but firmly mashed under the people's shoe-toes to remind him of this fact.

What Does the Government Do?
Glad you asked. In the federal Compassionate Use Investigational New Drug program through which 7 surviving people receive cannabis from the US government, each one receives a cannister of 300 grams of cannabis a month. That is 3600 grams a year, or about 8 pounds a year. How can 3 pounds be too much?
