The state Assembly approved a bill Thursday to direct the University of California to study whether there's a viable market for hemp and other industrial fibers. The Assembly concurred in Senate amendments with a 43-28 vote, sending the bill to Gov. Gray Davis. Under the bill, by Assemblywoman Virginia Strom-Martin, D-Duncan Mills, researchers would estimate the demand, crop prices and profitability of hemp, kenaf and flax. The study would also examine legal and marketing issues that would have to be addressed for future trial projects.
Flax is a shrubby plant whose stem can be spun into linen thread, and kenaf comes from the stalk of the Hibiscus cannabinus and can also be used to make fiber. The federal government does not differentiate between hemp and marijuana, which has a higher level of tetrahydrocannabinol, or THC, and can be smoked for a "high." Fiber from hemp plants has long been used to make paper, clothing, rope and other products. Its oil is found in body-care products such as lotion, soap, cosmetics and some food products. The harvesting of industrial hemp has been banned since 1970, but it could be processed and sold. In October, the DEA declared that food products containing even trace amounts of THC were banned under the Controlled Substances Act. In recent years, Hawaii, North Dakota, Minnesota, Arkansas, Kentucky, Illinois, Maryland, New Mexico, and Montana have passed legislation legalizing the cultivation of industrial hemp. The UC study would be due to the Legislature by Jan. 1, 2004. Hi canaman
If this doesn't come out right, try hitting view, then view source in order to see the html code...by putting i for Italics in between brackets will give you italics putting /i in between brackets will turn them off.

This program has included the building of new bases (Afghanistan, Uzbekistan, for example) as well as the securing of existing bases.

Monday, August 12, 2002US Attorney throws White Plume a softballBob Newland, South Dakota Industrial Hemp CouncilIn a weird move Saturday, the US Attorney for South Dakota served a civil Summons & Complaint on “ALEXANDER ‘Alex’ WHITE PLUME, PERCY WHITE PLUME, their agents, servants, assigns, attorneys, and all others acting in concert with the named Defendant.”In 2000 and 2001, Alex White Plume planted industrial hemp legally on his land within the Pine Ridge Indian Reservation in South Dakota. In August of each of those years, armed paramilitary groups financed by the United States invaded the Pine Ridge Reservation, destroyed White Plume’s hemp crops, then fled back across the border to U.S. strongholds. In 2002, White Plume planted hemp again. Two weeks ago, the White Plume tiospaye (extended family) harvested the hemp, which had been contracted to the Madison Hemp & Flax Co. of Lexington KY. Thus, White Plume became the first farmer within the borders of the U.S. to complete the cycle of planting, cultivation, harvest, sale, and delivery of industrial hemp since 1958.Saturday, August 10, 2002 federal agents served a Summons & Complaint on White Plume at his home near Manderson SD. Strangely, the feds decided to use a civil route this year, rather than the brutal and frightening tactics they usually seem to prefer. There are a number of ramifications to the civil court approach, many of which are probably not apparent yet.The Summons and Complaint are posted at www.sodakhemp.org/summons.htmYou need to read these documents. Not only do they contain a unique perspective and documentation of events since the Oglala Sioux Tribe re-legalized hemp on the Pine Ridge Reservation (a sovereign nation) in 1998, but they provide a glimpse into the minds of U.S. Attorneys (perhaps a little tired of being required by politics to terrorize peaceful honest people?).Read and see. Tell us what you think. We think already that this is one of the most remarkable documents ever published by a US Attorney, in the middle of one of the most dramatic developments in our “war on the war on hemp”.Alex White Plume has invited you all to come to Kiza Park, three miles north of Manderson SD on Wednesday, August 14, for a ceremonial final harvest of the Lakota Hemp Project Industrial Hemp Fields. Music, Lakota ceremonies, friendship and fun are promised for all, even DEA agents. With a hempy heart, I am Bob Newland. For more information, contact:South Dakota Industrial Hemp Council

This is all I could find on the Lakota hemp sale -
Manderson area family harvests hemp crop:
http://rapidcityjournal.com/archives/index.inn?loc=detail&doc=/2002/August/02-2879-news08.txtfrom the article -The dried hemp already has been sold to Madison Hemp & Flax Co. of Lexington, Ky., which joined with the Kentucky Hemp Growers Cooperative Association to ship a trailer full of Canadian hemp to the Pine Ridge Indian Reservation after the White Plumes’ first crop was confiscated in 2000. That hemp was to be used for bricks in a hemp house.unrelated - 911 Debate Opened Wide On Donohue:

Chief Seattle's Letter
"The President in Washington sends word that he wishes to buy our land. But how can you buy or sell the sky? the land? The idea is strange to us. If we do not own the freshness of the air and the sparkle of the water, how can you buy them? Every part of the earth is sacred to my people. Every shining pine needle, every sandy shore, every mist in the dark woods, every meadow, every humming insect. All are holy in the memory and experience of my people. We know the sap which courses through the trees as we know the blood that courses through our veins. We are part of the earth and it is part of us. The perfumed flowers are our sisters. The bear, the deer, the great eagle, these are our brothers. The rocky crests, the dew in the meadow, the body heat of the pony, and man all belong to the same family. The shining water that moves in the streams and rivers is not just water, but the blood of our ancestors. If we sell you our land, you must remember that it is sacred. Each glossy reflection in the clear waters of the lakes tells of events and memories in the life of my people. The water's murmur is the voice of my father's father. The rivers are our brothers. They quench our thirst. They carry our canoes and feed our children. So you must give the rivers the kindness that you would give any brother. If we sell you our land, remember that the air is precious to us, that the air shares its spirit with all the life that it supports. The wind that gave our grandfather his first breath also received his last sigh. The wind also gives our children the spirit of life. So if we sell our land, you must keep it apart and sacred, as a place where man can go to taste the wind that is sweetened by the meadow flowers. Will you teach your children what we have taught our children? That the earth is our mother? What befalls the earth befalls all the sons of the earth. This we know: the earth does not belong to man, man belongs to the earth. All things are connected like the blood that unites us all. Man did not weave the web of life, he is merely a strand in it. Whatever he does to the web, he does to himself. One thing we know: our God is also your God. The earth is precious to him and to harm the earth is to heap contempt on its creator. Your destiny is a mystery to us. What will happen when the buffalo are all slaughtered? The wild horses tamed? What will happen when the secret corners of the forest are heavy with the scent of many men and the view of the ripe hills is blotted with talking wires? Where will the thicket be? Gone! Where will the eagle be? Gone! And what is to say goodbye to the swift pony and then hunt? The end of living and the beginning of survival. When the last red man has vanished with this wilderness, and his memory is only the shadow of a cloud moving across the prairie, will these shores and forests still be here? Will there be any of the spirit of my people left? We love this earth as a newborn loves its mother's heartbeat. So, if we sell you our land, love it as we have loved it. Care for it, as we have cared for it. Hold in your mind the memory of the land as it is when you receive it. Preserve the land for all children, and love it, as God loves us. As we are part of the land, you too are part of the land. This earth is precious to us. It is also precious to you. One thing we know - there is only one God. No man, be he Red man or White man, can be apart. We ARE all brothers after all." http://www.jmbcommunications.com/seattle.html

Lakota Hemp Harvest stopped by Feds in court
I had heard yesterday (Free Speech Radio on KPFA) that after the Oglala Lakota Sioux tribe on the Pine Ridge Reserve in South Dakota had actually managed to harvest their crop a little early (to get a step ahead of the Feds), the Feds decided to slap a civil injunction against them regarding the sale of the harvest. The hemp's been cut, they just can't sell it. There was already a buyer for the crop, in fact, it was the same one from 2 years prior (I can't remember the outfit that was going to buy it, tho').Rotten dirty bastard Feds! Does anyone have anymore info regarding this?Peace and Strength,
Shishaldin
