LANSING, MICHIGAN The state Civil Service Commission is expected to vote this week on whether to require random drug tests for thousands of unionized government employees.
Such tests already are the rule for 27,000 state workers, including prison employees.The Office of State Employer favors random testing, which would only apply to workers in certain jobs.United Auto Workers union Local 6000, which represents about 20,000 state workers, opposes it. But the union will be unable to do anything about the proposal if the commission imposes the policy. The four-member commission has final say on contract terms.On Thursday, the commission will deal with a report from the Employment Relations Board that recommends that random testing go ahead.The tests can be used to look for amphetamines, barbiturates, Quaaludes, tranquilizers, cocaine and marijuana. The state's tests also will screen for alcohol.The Employment Relations Board recommended drug testing for unionized state employees to ensure all state employees follow the same standards that non-unionized employees already follow.Random testing is the most controversial part of a broader drug- and alcohol-testing policy that the state wants to apply to all 60,000 state workers.
