New California Attorney General Bill Lockyer is working with state law enforcement officials and marijuana advocates to find common ground in the struggle to implement Prop. 215.
Scott Imler, director of the Los Angeles Cannabis Resource Center in West Hollywood, said, "There's kind of an armistice. Everybody seems genuinely interested in trying to implement Prop. 215 in a responsible way. It is an exciting and vital process."Christy McCampbell, president of the California Narcotics Officers Association, said, "We are all just trying to reach common ground on how to deal with an extremely complex issue." Her association represents the state's 7,000 narcotics officers who opposed Prop. 215 during the 1996 campaign.Governor Gray Davis also supports a positive resolution to this issue. Michael Bustamante, spokesman for Davis, said that the governor "respects the decision of voters with issues that come before the electorate, and clearly voters have spoken as it relates to this law."However, federal law still makes possession and use of marijuana a crime. A federal judge continues to deny Peter McWilliams' request for permission to use marijuana. McWilliams' attorney plans to appeal the ruling.
