A proposed initiative would decriminalize marijuana possession in Arizona, have the state try to obtain marijuana for medicinal purposes and make it harder for judges to put nonviolent drug offenders behind bars.An application for the initiative was filed Friday with the Secretary of State's Office by The People Have Spoken. The proposed measure's provisions include creation of a registry for medical use of marijuana and legalization of possession of limited amounts of the drug for medicinal purposes.
