What fourth amendment?
There is a book, I have it buried here soemwhere, by a man who was a US marshall during the Reagan years. This man was a loose cannon, but by no means acted individually. He describes chilling incidents in which the Constitution was utilized in the same manner as toilet paper.

Can anyone recall the name of this book? Should be required reading here :)
